STATEMENT OF ISSUE: Request approval of the bid with H.G. Harders & Son, Inc. to
construct artificial reefs for Okaloosa County. (RFB TDD 15-17)
BACKGROUND & ANALYSIS: Purchasing staff assisted the Tourist Development
Department(TDD) with procuring a contractor to construct (2) two artificial reefs in State waters
offshore Okaloosa County, FL (Fish Haven#15 and #16). Bids were due on February 1, 2017
and only one bid was received for a total price of $126,998.45. The reefs will be built using a
Grant from the Florida Fish and Wildlife Commission (FWC) and funds from the TDD
department (Grant $60,000 and TDD $66,998.45). TDD confirmed that the price was in line
with historical prices for similar work. All construction work will need to be completed by July
31, 2017. Purchasing staff requests Board approval to award the bid to H.G. Harders & Son, Inc.
to construct artificial reefs for Okaloosa County. The contract will be brought back before the
Board for approval.
