MANAGEMENT SERVICES
Lord & Son Construction, Inc. has been performing construction management services in Okaloosa County
since 1975. Over these years, we have improved our systems, primarily through the advent of technology,
but never straying from our core principle of providing excellent quality work on budget and on time.
We begin the Construction Management process with a review of the documents designed so far, usually
the schematic drawing phase, and provide the first cost estimate. This estimate provides the first budget
check for the project and allows for important planning review.
The architect team continues document completion, and Lord & Son furnishes a 35% documents estimate
that is vital to the budget process and cost control. From these 35% documents, our team reviews materials
and constructability issues and discusses the main electrical and mechanical systems as well as structure and
roof. After the full team reviews this estimate with its assumptions and clarifications, the design team can
move forward with the design knowing the major building components noted above are consistent with the
design intent and budget.
While the architect team is working on the next design milestone, Lord & Son is checking market conditions
for price increases or material shortages, as well as labor availability. We are also pre-qualifying
subcontractors, as we now have the documents necessary to ensure quality in this process.
The next design milestone is the 65% document review, which is typically focused on system checks and
building details to ensure that the design is following the parameters set forth earlier. This estimate and re-
view is another opportunity to visit the areas of concern for budget ramifications or constructability issues.
Lord & Son again provides a fully itemized estimate with clarifications and assumptions included.
During the design stage 65% to 90% document completion, Lord & Son will review all permitting
requirements, working closely with the owner and architect to ensure that all regulatory requirements are
completed. We will also compose bid scopes that define the work clearly to all subcontractors with safety
and schedule requirements. The 90% review documents are utilized for the explicit purpose of virtually
eliminating unnecessary change orders due to inaccurate documents. We redline the notes, details,
specifications, and plans for conflicts and ambiguities so that the drawings and specifications are clear and
concise. We meet with the architects continually through this review to ensure that all errors are rectified.
We will also conduct pre-bid conferences with pre-qualified subcontractors to ensure that they all know
what will be expected of them to successfully complete their scopes of work. The project is then bid out to a
pre-qualified subcontractor network that will produce numerous subcontractor bids in all categories of work
culminating in a Guaranteed Maximum Price proposal that meets or is below budget.
Please see the attached pre=engineered drawing and Ecospan information that will reduce design and
construction time and cost.

CONSTRUCTION
During construction, every effort will be made to complete the work in a safe, cost efficient, high quality
manner while protecting the budget and schedule. With the start of on-site construction activities, the su-
perintendent will be mobilized with the goal of completing the project on time, in budget, and with safety as
a priority. Field crews, led by the on-site management staff and supported by the entire project team, will
work safely and efficiently, utilizing the latest in construction technology and equipment, to construct a high
quality project, consistent with the approved design. Our Quality Control Inspector will review all submittals
and shop drawings to ensure compliance with the contract documents. He will also provide required
drawings and calculations for contractor--initiated or owner-requested changes or value engineering studies.
The Quality Control Inspector, along with the designers, will inspect work-in-progress at the job site, attend
on-site progress meetings, and work to resolve design questions or issues that may arise during the
construction phase. Further, he will be responsible for the production of the as-built drawings, operation
and maintenance (O&M) manuals, and other required close-out documents. Although not actually a part of
the construction activities, warranty involves the continued commitment of the entire team for the duration
of the warranty period. As expected, the Project Manager will remain the initial POC for any/all warranty is-
sues and will be responsible for expeditiously mobilizing the necessary resources to resolve warranty issues
By conducting monthly subcontractor meetings, all of the subcontractors’ work is reviewed for quality and
schedule performance. Schedule adjustments are made, and quality issues are resolved. Minutes are tak-
en and distributed to all parties for concise record keeping. Our Quality Control Inspector attends these
meetings and provides a full report with pictures to the owner and architects to ensure quality aspects
receive frequent review. Any remedial work is expedited.
Our system utilizes the Project Manager as the lead contact and director of operations. He is assisted by a
Project Coordinator who handles insurance and documentation assignments, as well as the filing system.
The Project Manager will compile a monthly report that includes all financial aspects, payment information,
cost data, owner direct purchases, schedule, and other pertinent information.
The Project Superintendent is responsible for all safety, quality, and schedule direction on the site. With
safety and security as the major concerns, the superintendent will meet regularly with the representative for
the Sheriffs Department and owner’s personnel to ensure all parties are aware of the work environment.
Our Quality Control inspector will monitor all quality control aspects, such as 3-phase inspections, erosion
controls, testing, warranty training, submittals, and daily reports.
CPM SCHEDULING
We are thoroughly familiar with CPM scheduling and in the use of Primavera P6 scheduling software. The
CPM schedule provides a critical path for the project to follow, including identification of milestone events,
start dates, duration, completion dates, and the projections for required resources (manpower, equipment,
materials, etc.). It is also value loaded to accommodate monthly payment requests and to aid in cash-flow
projections. The CPM schedule is an extremely important tool that benefits the entire project team. We have

included a sample overview schedule that will be enhanced as the design is progressed.
CONSTRUCTION ESTIMATING SYSTEM AND COST CONTROL
Cost control begins with careful planning and accurate cost estimating. Our team's standardized cost
estimating formats use a consistent cost database to ensure accuracy and consistency on all divisions of
work. The cost database allows us to easily retrieve historical cost data on similar projects and ensure that
costs are accurate, current and complete.
Our team uses Timberline construction software to provide project cost tracking and control. The project
team, spearheaded by the Project Manager, develops a Cost Report/Forecast that presents the costs
expended to date, the funds already committed (to subcontractors or vendors) but not yet expended, and
a forecast of future costs.
TURNOVER/CLOSE-OUT
Lord & Son has been very successful in its timely turnover and closeout of projects because of our belief that
this process begins long before the final clean-up and building occupation and continues long afterward. Our
planning and execution of this activity is outlined below
Pre-completion activities—When a project reaches 80% complete, planning for all systems testing and
training should be complete. The Owner’s representative and Lord & Son Construction, Inc. will all meet to
develop timelines for testing and training that will meet the completion date. This meeting will clearly
delineate the testing and training requirements, and final inspections. A detailed schedule will be developed
for all to use to assure attendance to all activities by all parties.
O&M Manuals—Prior to any training, all O&M manuals will be submitted, approved and ready for use.
Lord & Son will review each specification for O&M manuals requirements, have manuals separated per
specification section for use by each shop, and have manuals submitted and approved prior to training. It is
essential these manuals are available at systems training so the base shops are aware what
