should prevent us from spending well over $500,000 in the future for a project to replace this gravity main. This agreement is a rare win-win-win-win - for the County, the developer, Eglin AFB, and the public/customers. In addition to this cost-share agreement, the Developer has paid $337K in Capacity Expansion Charges for the first hotel (more to come), and the project will generate a good bit of monthly revenue, which will pay for operations of the lift station and force main in the long-term. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute the Emerald Breeze Development Agreement for the cost-share of a proposed lift station. Plympton Road Paving DEPARTMENT: Public Works BCC DISTRICT: District 1 - Harris STATEMENT OF ISSUE: Public Works personnel are nearing completion of the paving of W. Plympton Road. As has been discussed previously with the Board, the project has been delayed due to weather and materials problems. Along with the final half mile of paving for the project, staff has determined the need to add additional asphalt (in the form of an overlay) to approximately the first mile of roadway to improve the structure of the road itself. We anticipate the cost of the additional asphalt overlay to be approximately $55,000. BACKGROUND: The Public Works Road Division initially contemplated and budgeted this project as a cold mix stabilized roadway. As cold mix prices climbed from $35 per ton to over $100 per ton, hot mix asphalt ($69/ton) became a more cost effective choice for the roadway. The project budget was not adjusted for the increase in materials costs, nor the need to purchase and then modify base material for the roadway. This status update is being provided to the Board to highlight the challenges with this project and the need for additional resources beyond the projected budget of $200,000. Staff estimates the additional materials to complete this project will cost approximately $38,000. OPTIONS: Informational Item regarding the status and increased expenditures for the project. RECOMMENDATIONS: This item is being presented to the Board for informational purposes and no action is required. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 408 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 20, 2013 TO: Honorable Chairman and Members of the Board FROM: Daniel O'Byrne SUBJECT: Revised Peter Mayer Advertising Task Order 59 DEPARTMENT: Tourist Development Department BCC DISTRICT: All STATEMENT OF ISSUE: Pursuant to Okaloosa County Purchasing Policy, purchases in excess of $50,000 require Board approval prior to purchasing. Attached is Revised Task Order 59 from Peter Mayer Advertising in an amount not to exceed $160,000 for Fall Campaign Media Pass Through Costs intended to "drive visitation between Labor Day and November 2013." This $160,000 deployment represents a lower amount than the originally proposed initiative due to the elimination of marketing efforts through OTAs. This Fall advertising effort is part of the Leisure Campaign Media budget line item contained in the approved March 1 - September 30 Marketing Plan. The budget for leisure campaign media was expanded by $200,000 by the Board of County Commissioners on July 16, pursuant to the recommendation of the Okaloosa County Tourist Development codified at their meeting on June 27, 2013. The $160,000 represents a portion of $300,000 budgeted to drive Fall business. BACKGROUND: On December 4, 2012 the Okaloosa County Board of Commissioners entered into an agreement with Peter Mayer Advertising for the provision of marketing, advertising, public relations, website and research services, and social media programming in order to increase tourism and improve the overall economy of Okaloosa County. "Compensation for Paid Media and Pass Through Costs" is specifically addressed in the Agreement and states that "the Contractor will be paid for the actual paid media and pass through costs incurred by the Contractor on behalf of the County with no markup. Such services provided by the Contractor shall require a Task Order, which shall contain a detailed scope of services/goods and an estimated not-to-exceed cost for performing such services or delivering such goods." A copy of Revised Task Order 59 is attached. The provision of these services was specifically contemplated in the approved Okaloosa County Tourist Development Department March 1 - September 30, 2013 Marketing Plan, and identified as a line item entitled "Leisure Campaign Media. OPTIONS: Approve/Disappove RECOMMENDATIONS: Approve Revised Task Order 59 from Peter Mayer Advertising in an amount not to exceed $160,000 for Media Pass Through Costs intended to drive business to Okaloosa County between Labor Day and November 2013. This was done at the July 25, 2013 meeting of the Okaloosa County Tourist Development Council. BACKGROUND: TDD expenditures thru June 30, 2013 (3 fiscal quarters) were received from the Clerk's office and formatted by TDD staff into two (2) distinct reports: a summary report by bed tax "penny" (essentially the "level of restriction" as required by Ordinance) which also includes the special assessments collected within the Municipal Services Benefit Unit; and a detailed report by approved budget line item. Both of these reports were presented to the Council approximately 2 weeks in advance of their April 25 meeting, reviewed by the Council at the meeting, and unanimously approved.
