BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 20, 2013 TO: Honorable Chairman and Members of the Board FROM: John Hofstad SUBJECT: Yoga Destin Request for a Qualified Beach Vendor Certificate DEPARTMENT: Public Works BCC DISTRICT: Five STATEMENT OF ISSUE: Rhonda Comparin owner of Yoga Destin has submitted an application for a Qualified Beach Vendor Certificate to conduct classes in a covered pavilion and on the beach at James Lee Park. BACKGROUND and ANALYSIS: Rhonda Comparin owner of Yoga Destin has been conducting yoga/pilate classes for a fee at James Lee Park for several years. She had obtained verbal permission from the Crab Trap manager to conduct classes with the prerequisite that parking did not present a problem. Mrs. Comparin was contacted and informed that a procedure was now in place to obtain a Qualified Beach Vendor Certificate which is required in order to conduct commercial business on public property. Mrs. Comparin has met the requirements specified in Ordinance No. 13-07, County Recreation Areas, Section 8: Commercial Activity on Public Lands, to obtain a Qualified Beach Vendor Certificate (QBVC). Granting this request will permit said business to conduct for a fee yoga/pilate classes at James Lee Park in accordance with any exceptions, restrictions, or provision the Board may impose. Emerald Coast Beach Management, Inc. (ECBM), the lessee of James Lee Park, has expressed concerns of beach vendors being given permission to utilize a leased facility of which ECBM is responsible to maintain. If the QBVC request is approved by the Board, ECBM petitions the classes be restricted from sunrise to 9:00 A.M. OPTIONS: Approve/Disapprove. RECOMMENDATION: Staff requests Board consideration of the Qualified Beach Vendor Certificate for Ms. Rhonda Comparin of Yoga Destin to conduct yoga classes at James Lee Park. Packet Pg. 355 Packet Pg. 356 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 20, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Request for Public Hearing on Okaloosa County Transit WAVE Proposed Rate Increase/Route Reductions DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: The Department of Growth Management requests the Board discuss potential changes to public transit routes and fares, and, based on the discussion, schedule a public hearing to consider public input regarding proposed revisions of the fare structure and for the elimination of routes for the Okaloosa County Transit (OCT) WAVE public transit service. BACKGROUND: During the initial review of the public transportation budget, the Board requested additional information regarding potential fare increases as well as general information pertaining to public transit, particularly the fixed route (WAVE) system. The attached spreadsheet illustrates the potential impact of two fare increase scenarios in regard to both revenue and ridership. It is important to note that the fare increase scenarios are based on a reduction in routes necessitated by funding availability, specifically that routes 11 and 12 (Crestview) and 33 (Destin) would be eliminated. Staff requests that the Board consider this information and provide direction to staff so that the final transit budget may be prepared. If it is determined that routes and fares must be changed, the Okaloosa County Public Transit Fare and Route Modification Policy requires the County hold a public hearing to hear comments on proposed rate or route changes prior to adoption. It is recommended that this hearing be held prior to the final budget hearing. RECOMMENDATION: The Department of Growth Management recommends that the Board discuss the potential changes to routes and fares, and direct staff accordingly. If it is determined that routes and fares will change, staff requests that the Board schedule a public hearing during its regular meeting of September 3, 2013 (6:30 PM Crestview Courthouse), and authorize staff to run the necessary advertisement.
