for hangar space from Blue
Horizon Aviation, Inc. and J & R Skyways, Inc. to Mr. Harvey Williams for Block 2 Lot 3 at the
Bob Sikes Airport is being presented to the Board of County Commissioners for approval.
BACKGROUND: Blue Horizon Aviation and J & R Skyways previously entered into a ground
lease for hangar space Block 2 Lot 3 at the Bob Sikes Airport and now assigns their
responsibilities to Mr. Harvey Williams. Mr. Williams plans an extensive renovation to the
existing hangar. Mr. Williams plans to enclose the current hangar, install a hydraulic door and
other upgrades with the total price of the renovation being $117,462.00. Renovation plans are
attached. Blue Horizon and J & R Skyways only had nine years remaining until termination of
the lease. Nine years is not enough time for Mr. Williams for amortization of his investment for
his renovation. The lease was renegotiated to add an additional twenty years. The twenty year
extension will be contingent upon Mr. Williams completing the renovation by December 31,
2015. Blue Horizon Aviation and J & R Skyways is in compliance with all terms and conditions
of their lease. The Assignment of Lease transfer fee has been received. The contract and lease
internal coordination sheet is attached along with Mr. Williams' certificates of insurance.
OPTIONS: Approve, Reject or Table.
RECOMMENDATIONS: It is Staff's recommendation that the Board approve this Assignment
of Lease as described above.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 20, 2013
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Payment Authorization to Sixel Consulting Group, Inc.
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to authorize
payment to Sixel Consulting Group, Inc. for services provided.
BACKGROUND: In December 2012, the Airports Department tasked the Sixel Consulting
Group, Inc. to coordinate a headquarters meeting with United Airlines in Chicago with the goal
of achieving daily non-stop air service to Chicago’s O’Hare Airport. Airport staff approved their
proposal and the meeting with United Airlines occurred in January 2013. Subsequently, the
consultant submitted Invoice # 021301 for payment in the amount of $7,705.04. The charges
were for a United Airline headquarters meeting in Chicago with staff that included market
analysis, preparation of presentation, consultant travel, in-house printing costs and administration
fees.
The Airport had retained the services of the Sixel Consulting Group in the past and has been
beneficial in helping Northwest Florida Regional Airport gain new air service. The Sixel
consultant assigned to our account is not only a former employee with United Airlines, but has
many contacts within the company and significant experience working with United Airlines as a
consultant through Sixel. In addition, Sixel Consulting Group has many proven records of
success in achieving Chicago airline services with other airports.
In our attempt to process the invoice for payment and after obtaining an approved Purchase
Order through the Purchasing Department, we were informed by Finance that they will not be
able to process the purchase order for payment due to not having a properly executed agreement
in place and on file with Contracts & Grants. Thus, the only recourse is to seek Board approval.
To prevent this in the future, we are preparing a RFQ to contractually retain the services of an air
service development consultant.
OPTIONS: Approve, Reject, or Table
RECOMMENDATIONS: It is Staff's recommendation that the Board approve payment to Sixel
Consulting Group Invoice #021301 in the amount of $7,705.04.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 20, 2013
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Second Amendment to Delta Air Lines' Lease
DEPARTMENT: Airport
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve a
Second Amendment to the Delta Air Lines' lease deleting 1,725 square feet of leased
maintenance space.
BACKGROUND: Atlantic Southeast Airlines (ASA) formerly owned by Delta operates as an
affiliate by providing flights on behalf of Delta at Northwest Florida Regional Airport (VPS).
ASA has leased space for an aircraft maintenance facility at VPS for many years. The original
ASA lease expired, but Delta agreed to continue paying for it under its own lease. ASA has
determined that it no longer needs this maintenance station, so Delta has requested that it be
allowed to relinquish the leased space. Airport staff has no objection to this since the space can
be converted to provide much needed storage space in the Terminal Area.
OPTIONS: Approve, Table or Disapprove.
RECOMMENDATIONS: Recommend approval to delete 1,725 square feet of leased space
from the Delta Air Lines lease by this Second Amendment.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 20, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: CHELCO Lease - Final Invoice & New Contract
DEPARTMENT: Water and Sewer
BCC DISTRICT: 5
STATEMENT OF ISSUE: OCWS staff requests BCC approval of a final invoice, in the
amount of $300, to Choctawhatchee Electric Coop, Inc. (CHELCO) on lease L93-0065-WS.
OCWS staff also requests BCC approval of a new contract/lease with CHELCO for a payment
drop box to be located at their Bluewater Bay office location (1401 Cat Mar Rd., Niceville, FL
32578).
BACKGROUND: Okaloosa County entered into a lease with CHELCO in 1993. This lease was
for office space in the Bluewater Bay CHELCO office building, where OCWS has provided
customers the face to face opportunity to make a payment and establish or terminate service.
From 1993 through the present, the lease has remained at $300 per month. When contacted about
executing another annual renewal to the lease, CHELCO senior management communicated to
the County that they were no longer agreeable to rent office space inside their building. On July
2, 2013, the BCC approved a 3-month lease extension (through 8/31/2013), which provides a
temporary extension to give OCWS staff time to prepare for the transition from a physical
presence to a drop box/payment option, available in the parking lot of CHELCO's office. The
final invoice for this lease and 3-month extension is now ready for payment. The $300 invoice
for the month of August is attached along with other pertinent paperwork.
A new agreement between CHELCO and OCWS addressing permission to maintain a drop box
in the parking lot of the CHELCO Bluewater Bay office is now ready for BCC review and
approval. The lease agreement is at no cost to OCWS. The lease would begin on 9/1/2013 and
have a 2-year term with automatic renewals. This new lease agreement is attached, along with
the County Contract Review coordination sheet.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval of payment of a final invoice, in
the amount of $300, to CHELCO on lease L93-0065-WS. Staff also recommends BCC approval
of a new lease agreement with CHELCO for a payment drop box to be located at their Bluewater
Bay office location.
