AGENDA REQUEST
DATE: August 20, 2013
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Northwest Florida Regional Airport—RON Apron High Mast Lighting-
Final Payment
DEPARTMENT: Airport
BCC DISTRICT:
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve the
following items related to the RON Apron High Mast Lighting project at the Northwest Florida
Regional Airport:
(1) Change Order No. 2-FINAL deleting $10,361.47 from the contract amount;
(2) Release of all retainage in amount of $35,684.94; and
(3) Final payment to Bill Smith Electric, Inc. in the amount of $47,314.08 (includes retainage).
BACKGROUND: The construction contract for the RON Apron High Mast Lighting project
was issued on October 3, 2012 to Bill Smith Electric, Inc. Change Order No. 1 was issued on
March 11, 2013 which added 41 calendar days to the construction contract due to an insufficient
procurement schedule provided by the equipment manufacturer during the design phase. The
Final Completion Inspection was completed on June 10, 2013. All punch-list items have been
addressed to the satisfaction of the Engineer and the County. Change Order No. 2 reduces the
Gulf Power amount based on actual invoices provided by Gulf Power and adds a pay item for the
incremental cost to revise the 2/O cable reel to a 4/0 cable reel. The cable reel size was
incorrectly identified by the equipment manufacturer, Hobart, Inc., during the design phase (in
their email dated March 20, 2012). Upon approval of Change Order No. 2, the final contract
amount will be $368,478.53.
OPTIONS: Approve, Reject or Table
RECOMMENDATIONS: Approve Change Order No. 2 with Bill Smith Electric, Inc. to reduce the
total contract amount by $10,361.47; approve release of retainage in amount of $35,684.94; and
approve final payment in amount of $47,314.08 (includes retainage).
