RFP AP 26-15
Dear Mr. Stage:
On Wednesday, April 29, 2015 at 4:00 p.m. local time, bids were received at the Okaloosa County office at
302 N. Wilson Street in Crestview for the above referenced project at Destin-Fort Walton Beach Airport. A
total of three bids were received and a tabulation of the bids is provided below:
Hourly Rate | Hourly Rate
Proposer Lump Sum Costs (noxmal) (Prime)
Siemens Industry, Inc. $21,496 $105 $157.50
GSI Serylces, LLC DBA Global Security $32,870 $92.50 $132.50
International
. $115 plus $172.50 plus
J&R Integrators DBA Security 101 $47,150 $70 travel $100 travel
All three of the proposals appear to be complete and all County bid forms were filled out and returned with the
proposal documents.
Section 17B of the General Services Special Proposal Conditions division of the Request for Proposals
document states, “The County reserves the right to award the proposal to the respondent submitting a
responsive proposal with a resulting negotiated agreement which is most advantageous and in the best interest
of the County...” A determination of the value of each proposal is a subjecting evaluation and should consider
price along with the contractor’s qualifications, responsiveness, and references. A summary of these
considerations is below:
Two of the three proposers, Siemens Industry, Inc. and Security 101, identified Genetec Omnicast and Pivot 3
system certifications. These certifications will provide important value to the airport as the existing video
management and access control system are both Genetec products which are stored and run off Pivot 3 storage
appliances. GSI Services did not specifically identify Genetec Omnicast or Pivot 3 certifications.
All three proposers identify previous experience at airports similar to the Destin-Fort Walton Beach Airport.
Siemens identified previous experience at Lafayette Regional Airport, San Diego International Airport, New

Orleans Lakefront Airport, Lake Charles Airport, Dallas/Fort Worth International Airport, and Pensacola
International Airport. GSI Services identified one previous project at Mobile Regional Airport and Security
101 identified recent experience at the Destin-Fort Walton Beach Airport. Of the three proposers, Siemens
identified the most airport experience in their proposal package.
Regarding responsiveness of the proposers, when emergency on-call assistance is needed at the airport,
Siemens can provide technicians out of their Pensacola or Panama City offices (approx. one hour drive time),
GSI can provide technicians out of their Fort Walton Beach, Destin, or Navarre offices (approx. 10 to 45
minute drive time), and Security 101 can provide technicians from their Mobile, Alabama office (approx. 1
hour and 45 minute drive time).
The price considered in this review is the lump sum price for Items A, B, C, D, and F in the Bid Schedule.
Although hourly rates were provided for emergency on-call services, the total hours anticipated during the
service period should be minor and is not anticipated to affect the relative lump sum pricing provided by the
three proposers. Siemens provided the lowest lump sum price for these services.
In consideration of the proposer’s lump sum price, similar project experience, and responsiveness, Siemens
appears to provide the County with the most advantageous award to the County due to their lowest lump sum
price, previous airport experience, relevant system certifications, and physical proximity to the airport.
We contacted two relatively local airport references provided by Siemens (Pensacola International Airport and
Lafayette Regional Airport) and both references reported positive experiences with Siemens.
We stand ready to assist the Airport in the implementation of this project based on your determination of the
desirability of the award at this time. Should you have any questions or require additional information, please
do not hesitate to contact us at your convenience.
Sincerely,
AVCON, INC.
