GROUND TRANSPORTATION MEETING
NORTHWEST FLORIDA REGIONAL AIRPORT
January 2, 2014
Please see attached list for attendees.
Mr. Harman convened meeting at 2:00 PM.
Mr. Harman welcomed everyone and introduced himself. Mr. Harman gave an overview
of the meeting which was to review the new Ground Transportation Policy.
Mr. Harman stated that during the Public Hearing a large number of Taxi Owners were
concerned with the higher insurance limit. The insurance limit was set at $500,000 CSL
to coincide with industry standards. We checked with our two competing airports in
reference to their insurance requirements and it has been decided to keep the $300,000
CSL requirement. Mr. Jerry White, A AAA All Florida Airport Shuttle, stated that was
good to keep the $300,000 CSL amount. Mr. Harman stated that the requirement of the
vehicle fleet not being over ten years old was a concern. This requirement was necessary
for the perception of the traveling public. When a vehicle is over ten years old even
though the vehicle is in immaculate condition it is perception from the traveling public
that is an old vehicle. They would like to see newer vehicles. Companies with vehicles
registered now will have three years to comply with this requirement. Mr. Harman
addressed the dress code. Currently the dress code is not being enforced. The Police
Officers will not check the dress code constantly. If we receive a complaint the company
will be notified.
Mr. Harman opened the floor for questions/comments/suggestions.
Don Fischer, Fischer Shuttle, asked about sleeping in the queue area. He stated drivers
sit in the queue for 10, 12 even 14 hours to get a fare and they should be able to take a
nap so they are rested when they get to the ready line. Christopher Scott, Carters
Carriage, stated that drivers not getting enough sleep is a safety hazard and this could
cause accidents. Karen Locklear, Yellow Cab, agreed with Mr. Fischer, drivers should be
allowed to take a nap. Chris Ferry, Destin Airport Shuttle and Taxi, stated that drivers sit
out in the queue area a long time in the summer heat and the winter cold and if they had a
climate controlled break room he doesn’t think sleeping would occur. Mr. Harman stated
no airports have a climate controlled building for their taxi drivers. Mr. Harman asked
the group for a show of hands that sleeping in the queue area is a big topic. Show of
hands showed it was not a big topic. Mr. Harman stated we will not change the policy
from no sleeping.
Mr. Harman mentioned decals. He stated the airport will not charge for replacement
stickers. Don Fischer, Fischer Shuttle, brought up temporary permits. Temporary
permits are hung on the rear view mirror and they tear or they blow out of the window.
Temporary permits will not have to be hung on the rear view mirror but they have to be
clearly visible at all times.
John Marc, Black Flag Cab & Airport Shuttle, stated article 14.2 penalties, repeat
offenders could be fined or arrested and jailed for sixty days. Mr. Harman said this would
not happen, it has never happened and the Airport Police sends the driver off Airport for
a couple of hours or may be suspended depending on the frequency of the violations. Mr.
White, A AAA All Florida Airport Shuttle, told Mr. Marc to contact Commissioners
Nathan Boyles stated it should not be an ordinance just a policy and he will listen to you.
Mike Skipper, Coastal Airport Connection, asked if the speed limit could be enforced he
was almost run over. Mr. Harman stated we have a lot of bad drivers. We have lighted
signs with the speed limit listed and your speed will come up. Mr. Harman asked Mr.
Mace when the signs will be in place and Mr. Mace stated within two weeks. Mr.
Harman also stated he is thinking about speed bumps and a new system at the crosswalks.
A sensor would turn on lights when someone is in the crosswalk and shut off when the
person exits the crosswalk. Steve Holbrook, Catch Cab, asked if they have to stop at the
crosswalks. Mr. Harman stated yes you are supposed to.
Don Fischer, Fischer Shuttle, asked if any larger carriers would be coming in. Mr.
Harman stated we are talking to airlines constantly. We used to have a lot of carriers and
due to recent mergers we are down to four airlines. Mr. Fischer asked about one taxi
company. Mr. Harman stated one company will not happen, cannot justify with FAA.
Don Whitney, Checker Cab, asked about silent paging board requirements. Mr. Whitney
held up two different pieces of paper and asked if his papers were sufficient and not a
professional board. Mr. Harman stated yes. The requirement in the ground
transportation policy was changed to delete the need for a professional board.
Justin Jackson, All Star Shuttle, Inc., asked if the monthly permit was going away. Mr.
Harman stated yes because the monthly permit is not cost efficient.
Mike Skipper, Coastal Airport Connection, asked if the Airport could require drug
testing. Mr. Harman stated no that would be up to the individual companies before they
hire that person.
Jerry White, A AAA All Florida Airport Shuttle, stated the name change of the airport is
a good thing. Should be tied to the geographical area and you can market the airport
better. Mr. Harman stated we are doing that.
Mr. Harman adjourned meeting at 2:45 PM.
