Daniel Payne, City Engineer, explained that the Engineering Standards Manual is referenced
within the Land Development Code ( LDC) and defines specific engineering and construction
requirements whereas the LDC defines City development policy and procedure. Mr. Payne
stated Staff is requesting adoption of the Engineering Standards Manual as the official document
containing minimum standards for design and construction of required improvements within the
City, and to authorize the City Manager to make any necessary revisions and updates to the
Manual as appropriate.
Mr. Goodwin expressed concerns about the staff authority of the city manager, and stated he
would like to have seen workshops conducted on the manual with those in the industry.
Tim Bolduc, Engineering /Utilities Director, advised the intent of the manual is for it to be used
as a design manual for the developer, and that having the city manager make revisions is not
necessary but would help to streamline the process.
The City Manager continued the document has been in the works for two years and has been
reviewed by engineers on staff for industry standard.
Mr. Reeves moved to adopt of the Engineering Standards Manual as the official document
containing minimum standards for design and construction of required improvements
within the City, and to authorize the City Manager to make any necessary revisions and
updates to the Manual as appropriate. Mr. Griggs seconded motion and it carried by a
vote of 5 to 2.
