BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: State Line Road - Project Update & Material Change Request
DEPARTMENT: Public Works
BCC DISTRICT: One
STATEMENT OF ISSUE: Staff is requesting Board approval to modify this road paving
project from Hot Mix Asphalt to Asphalt Millings.
BACKGROUND: As part of the 2012/2013 CIP budget, the paving of State Line Road was
approved for an estimated total of $100,000.
As the design work has proceeded, the location of the State line relative to the roadway has been
mapped and it has become clear that there is not sufficient room to shift the paving of the
roadway so that it will remain within the boundaries of Okaloosa County. Staff approached
adjacent landowners for right of way donation, but was unsuccessful in obtaining right of way
for the entire road alignment.
Additionally, Staff approached Covington County to see if a joint project was feasible which
would allow more room for drainage and centering the roadway in both Counties. As with many
local municipalities, Covington County is not in position to assist with the project at this time.
Based on the lack of available right of way to shift the roadway, the lack of space to provide for
drainage to the extent desired for a formally paved road, and the lack of available assistance from
the neighboring municipality, Staff proposes to modify the project to a surface made from
Asphalt Millings instead of Hot Mix Asphalt.
This change will result in a decrease in the estimated cost for the roadway of approximately
$40,000; however, no budget transfers out of the project are requested at this time.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Staff recommends approval to apply asphalt millings in lieu of hot
mix asphalt paving as a means to economically complete the project given the constraints that
have been encountered.
