SUBJECT: Contract with Penn Credit Debt Collection (RFP 63-14)

STATEMENT OF ISSUE: Seeking authorization for the Chairman to sign contract with Penn
Credit Debt Collection (RFP 63-14).
BACKGROUND & ANALYSIS: Public Safety requested a solicitation for a collection agency
for past due accounts. The request for proposals (RFP) was due on August 1, 2014 and five (5)
proposals were received. On September 16, 2014 the Board approved negotiation with Penn
Credit Debt Collection as the highest ranked firm meeting all requirements. A contract has been
negotiated and is ready for Board approval and the signature of the Chairman. Staff requests
approval of the contract with Penn Credit Debt Collection and authorization for the Chairman to
sign. The term of the contract is from the date of execution and will continue through September
30, 2017 with two (2) renewals for one (1) year each.
OPTIONS: Approve/Deny contract with Penn Credit Debt Collection and authorize the
Chairman to sign contract.
RECOMMENDATION: Staff recommends approval of contract with Penn Credit Debt
Collection and authorize the Chairman to sign contract.
