Discussion included modifying the recommended form to include columns for "Not Applicable" 5
or " Not Observed;" that the ratings for the three Charter Officers will be done at one time rather
than their anniversary date; and that as it stands the evaluations deal with the interactions
a
between the Council and Charter Officers and not between the Charter Officers and City o
employees,
Further discussion included the importance of the interaction of Charter Officers with the City
employees and to retake a look at some of the items because some do address interactions with
the Staff which are not observed by Council.
Mr. Goodwin moved to waive Roberts Rules of Order for further discussion on this item.
Mr. Mead seconded motion and it carried by a vote of 5 to 1 with gossom opposed.
Discussion ensued on the changes to incorporate into the evaluation including adding two
columns, one titled " NA" for Not Applicable and one titled " NO" for Not Observed.
Dr. gossom recommended to amend the language of the evaluation by removing the words
subordinates and outside contacts' under Interpersonal Relationships of the Interactive Skills
category. Also, that Community Relations would include columns labeled NA and NO.
It was further noted the importance in the process of Council to be cognizant of the interaction
between the Charter Officers and the City staff.
The Mayor asked if there was any public input.
Sharon Trenary received clarification that the public is always encouraged to contact the City
Council regarding the performance of the Charter Officers, the City Staff, or any members of the
Council.
Mr. Mead moved to approve the proposed Performance Evaluation Form as amended to
include the addition of two columns, one titled " NA" for Not Applicable and one titled
NO" for Not Observed, and to remove the words ' subordinates and outside contacts'
