After some confusion arose during the discussion on site alternatives, it was learned there was more than one set of site al ternati ves in circulation. Ms. Shanahan clarified that the site options in the Councilmen' s packets are from the July 6, 2006 Site Workshop held by the Board. Mayor Anderson said A- I and A- 2 are on the softball fields and A- 3 and A- 4 are in the existing parking lot. The question again arose regarding how much acreage is required by the county. Mr. Curry reported that earlier in the day he spoke with Bob Egleston of HLM Design and Mr. Egleston estimated 7 to 8 acres is needed for the building and stormwater improvements and 7 to 8 acres is needed for parking. Ms. Shanahan said it would be necessary to shift the ball fields in order to have all three functions on this property. Upon inquiry by Commissioner Roberts, Ms. Shanahan replied the ball fields cover 12. 8 acres. Mayor Anderson asked the commissioners preferred if they have a location in mind. responded the Board Mr. has not Curry discussed a specific location but HLM Design was asked to look at the property and to review how the design might fit on the city' s property. Mayor Anderson said the options for the facility include either a three- story building or a five- story building. Surface parking and a parking garage are also considerations. Mr. Curry stated that Ms. Shanahan indicated to him the council might support a parking garage and that is why there are various scenarios. He also said there was a question about a 50- foot height limitation at this site. Councilman Minich stated he believes there is sufficient land for the Fairgrounds and a judicial center. He commented that parking garages are very expensive. Commissioner Tucker replied the cost for a parking garage is $ 37, 000 per space. Chairman Campbell again asked which parcel would be offered to the county. Councilman Tucker said he favors the southwest corner of 10 to 15 acres at $ 200, 000 per acre. Councilman Pullen stated he favors the southwest parcel also. He continued, saying he would support anything as long as the ci tizens of Fort Walton Beach do not get the short end of the stick. Chairman Campbell asked if there are 15 acres in the October 9, 2006 - 3- Minute Book 56, Page Okaloosa County Board of County Commissioners southwest corner. Ms. Shanahan said she does not know at this point but if staff can get a consensus, they can work on the details. Councilman Hartwell stated he has no problem with the southwest corner but it looks to be only 7 acres. He looked at using a portion of A- 2 and all of A- 3. Councilman Minich again stated he feels the southeast corner will be the best solution. Councilman Holmes supported but A- 2 said he is not concerned with being site specific at this point. He favored maximum use of the land but stated there are too many variables. Councilman Patterson stated the initial discussions for purchasing the Fairgrounds property were to buy the property for the citizens of Fort Walton Beach. He said this should benefit the city and he cannot see how the proposal will work without taking part of the ball fields. Councilman Patterson stated, " 1 cannot go along with the whole thing." Mayor Anderson said there seems to be a 6 to I consensus among the councilmen to pursue this issue. Ms. Linda Glover came forward and said she appreciated Councilman Patterson' s comments. She noted that she attended the meetings when the Fairgrounds purchase was discussed and the property was to be used as a buffer for Eglin. Mr. Jerry Melvin said he would like to see the entities work this out and advised that Florida Statutes does provide for execution of an interlocal agreement between government bodies. Mr. Allen Stearns umpired at the ball fields stated that he has for years onlyand being utilized. two fields He does notare think three fields are necessary. Mr. Kabe Woods said he believes the southwest corner would be a good site for the proposed facility. He posed questions about the future use of the Shalimar Annex. Commissioner Roberts explained the plan is to renovate the Shalimar Annex and move all the constitutional officers back in there. Chairman Campbell stated the commissioners must be good stewards of the county' s money. Councilman Pullen made motion, seconded October 9, 2006 - 4- Minute Book 56, Page Okaloosa County Board of County Commissioners by Councilman Campbell, to move forward and to authorize city staff to meet with county staff. 6 yeas, 1 Councilman nay.
