STATEMENT OF ISSUE: Approval of agreement with Maruti Fleet and Management LLC for
vehicle advertising.
BACKGROUND: On August 18, 2015, Okaloosa County entered into Contract C15-2323-GM
with Maruti Fleet and Management, LLC, whereby Maruti would become the County’s new
provider of public transportation services. Maruti took over operation of the public
transportation system on October 1, 2015. Among the other provisions of the contract, Maruti is
to administer an advertising and sales campaign in order to promote the transportation service
and generate revenue to help offset costs.
The attached agreement specifies the duties and responsibilities of both Maruti and the County in
implementing the program. All revenue from the sale of advertising shall be remitted to the
County to be used for the provision of public transportation in accordance with Federal
regulations. To help ensure that any advertising appearing on the vehicles, shelters, or benches
promotes a positive image for Okaloosa County and the public transportation system, Section 6
provides guidance for the types of messaging that cannot be installed. Okaloosa County must
approve any advertising prior to installation. The Growth Management Director and his staff
will provide such approval of advertising, with guidance regarding questionable content from the
County Attorney, if needed.
The prices-per-month of the various types of advertising were developed by George Cavelle and
Ayan Upadhyay of Maruti based on an analysis of billboard rates and similar transit systems.
These rates have been reviewed and endorsed by the Transit Cooperative. In order to provide
Maruti flexibility in marketing the advertising, the agreement does not specify a minimum length
of advertising term.
OPTIONS: The Board may approve or not approve the agreement.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners approve
and authorize the Chairman to sign the advertising agreement with Maruti Fleet and
Management LLC, and authorize Maruti to immediately begin its advertising sales campaign.
