BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 18, 2013
TO: Honorable Chairman and Members of the Board
FROM: Paul Lawson
SUBJECT: Inmate Medical Services Contract
DEPARTMENT: Corrections
BCC DISTRICT: All
STATEMENT OF ISSUE: The Department of Corrections requests authorization to award the
inmate health care services contract to Corizon Health, Inc and authorize the Chairman to sign the
subsequent contract. Corizon offers the lowest pricing structure and was ranked as the provider
most qualified to serve Okaloosa County.
BACKGROUND: The Department of Corrections issued a Request for Proposals for inmate
health services in March 2013. The selection committee, consisting of Commissioner Dave Parisot,
Purchasing Manager Jack Allen, EMS Division Chief Al Herndon, Risk Manager Gary Real and
Chief Correctional Officer Paul Lawson, met on May 16, 2013 to review and rank 5 proposals.
Corizon offers the lowest pricing structure and was ranked as the provider most qualified to serve
Okaloosa County.
Ranking was based on each vendors understanding of the scope of work, references, experience and
pricing. Corizon has demonstrated their integrity, experience, and understanding of the scope of
work and has provided outstanding performance over the past 9 years. Corizon is a well established
inmate health care provider with over 30 years experience in health care management in jails and
prisons around the country.
The responsibility to provide adequate medical care to inmates rests with Okaloosa County.
Contracting these services does not release the County from that obligation or associated liabilities.
However, contracting a competent health care provider to provide comprehensive managed health
care to the jail operation significantly reduces the County’s exposure to liability, and ensures that
the health care provided to inmates is consistent with Florida Model Jail Standards, Florida
Corrections Accreditation Commission Standards and National Commission on Correctional
Healthcare Standards.
