BACKGROUND: L L In the FY 2010 -11 budget for Sewer Collections, Staff requested the purchase of flow monitoring equipment to measure the average daily flow and inflow and infiltration in the sanitary sewer system. The flow monitors can be used to measure the flow in the stormwater system, too. 2. DISCUSSION: 2. 1. On July 27, 2011, the Purchasing Division issued Invitation to Bid (ITB) No. 11 -021 to purchase flow monitoring equipment. On August 23, 2011, three ( 3) vendors submitted bids. 2.2. The three ( 3) vendors who submitted bid packages were as follows: 2.2. 1. The Avanti Company, Inc. of Avon Park, Florida 2.2.2. Envirosupply & Service, Inc. of Irvine, California 2.2.3. Teledyne Isco, Inc. of Lincoln, Nebraska 2.3. The quantities used to evaluate the bid prices were estimates and were used to equally evaluate the bid submittals. The actual purchase quantities will be made within the limits of the FY 2010 -11 budgeted funds. 2. 4. Two of the vendors that submitted bids, The Avanti Company, Inc. and Envirosupply & Service, Inc., did not submit the required information, so their bids were deemed non- responsive. 2. 5. After reviewing the submittals from each vendor, it was determined by the Purchasing Division and staff that Teledyne Isco, Inc. is the lowest responsive, responsible bidder for ITB No. 11 - 021. 3.
