Stormwater Management Plan which E

4.2. 5. Vehicular traffic, including on -site parking; a
Analysis: The applicant provided a parking plan which demonstrates that the
required number ofparking spaces has been met. However, the plan does not
4
demonstrate that the required number ofADA- designed spaces will be provided. u
The plan indicates that 3 ADA- designed spaces will be provided. The LDC w
requires a total of 5 spaces. This site is located directly behind the existing v
Waste Managementfacility, allowing for internal vehicular trafficflow between y
both sites. The site is configured so that general employee traffic circulation
will flow separately from commercial truck traffic and yard equipment traffic.

4.2. 6. Required permits form other government agencies;
Analysis.' An Environmental Resource Permit (ERP) from the Northwest Florida e
Water Management District (NWFWAID) is required and has been submitted to
T
the NWFWAM by the applicant. Permits and/or approval may also be required
from the Florida Department of Environmental Protection ( FDEP) related to r
the soil remediation. The applicant most obtain approval prior to building y
permits being issuedfor the project.
4. 2. 7. Noise;
Analysis: The applicant has stated that no additional significant noise is
expected from the proposed site improvements. Staff expects the noise activity
on -site to increase due to the movement of trucks and equipment. However, staff
expects the noise impacts to be concentrated more on -site and to the west ofthe
property ( where the new access points will be located) away from the
residential areas to the north, which are separated from the site by Lovejoy
Road NW
4. 2. 8. Lighting;
Analysis: All lighting shall be hooded or shielded as to reflect the light in such a

property owner or normal vehicular traffic. Lighting shall not exceed a
maximum intensity of 25 footcandles at ground level. The applicant has stated
that the internal lighting design will be installed so it will not be a nuisance to
the neighboring properties. The applicant must submit an acceptable lighting
plan prior to a building permit being issuedfor the project.
4.2. 9. Impacts on natural resources.
Analysis: The proposed site improvements consist of remediating contaminated
soils on site and retaining a large isolated wetland area to be used for
stormwater treatment, thereby improving the overall environmental site
conditions. The project consists of removing approximately 10. 7 acres of
existing woodlands /vegetation. The removed trees must be mitigated at a 1: 1
ratio, which is provided in the required perimeter landscaping.
5. STAFF FINDINGS OF FACT:
5. 1. Staff fords that the submitted site plan does not demonstrate compliance with all
applicable sections of the Land Development Code, specifically Section 14. 90,
Stormwater Management Regulations, and Section 16. 30. 13, ADA- designed parking
spaces.
6. RECOMMENDATION:
6. 1. Staff respectfully recommends the Municipal Planning Board, acting as the Local
Planning Agency, deny the request for the development order for the Waste

based on the staff findings above.
