Dear Mr. Meams:
Enclosed please find our Computation of Payments in Lieu of Taxes ( PILOT) for FYE June 30, 2010 for the amount
of $14, 102. 56. Please accept this letter as our formal request for consideration of a full refund of the 2010 PILOT
payment to reinvest into community development.
The funds will certainly assist us in offsetting initial development expenses incurred in adding two hundred additional
units at Germany Terrace. Unfortunately, the use of federal funds to initiate this project is not permissible for our
agency. The Department of Housing & Urban Development does not allow funds to be utilized for the additional wits
and nor do they allow the initial investment for financial and legal advisors to coordinate the development project.
Everything remains the same; however, together with the support ofthe City and other organizations our goal to find
capital is in process.
As a project update, please note enclosed HUD Invitation Letter, June 29, 2011 relative to review of Pre -application
Exhibits for Sound Side Apartments and the invitation to submit Firm Application. Subsequently, the Board of
Commissioners informed all participants of our desire to continue this project and to proceed with the Finn Application
submission. Further, the application process is progressing satisfactorily and barring any majorhurdles, HUD approval
is anticipated during fourth quarter 2011 with anticipated demciition/ constmction beginning first quarter 2012.
If there is any further information or supporting documentation that you need to support our request, please feel free to
contact our Executive Director, Gail Simsbury, at 850- 243 -3224. Thank you for your time and consideration.
Humble Regards,
