Consideration of In -house Attorney
The City Manager advised this item was placed on the agenda as a discussion item for Council to
consider the services of an in -house city attorney in an effort to have legal advice at less cost yet
remain efficient. He advised he recently conducted a salary survey with various municipalities
on in -house city attorneys and the responses were forwarded to Council for their review.
The City Manager stated it his intention to hear the thoughts of Council and if they would like to
look into the matter further.
Discussion included that the city attorney would be a part-time employee of the City and would
accumulate sick and vacation time; that a requirement would be that the individual does not have
an outside practice but have experience, but as long as there is no conflict of interest there is
nothing to prohibit an outside practice; that the individual would occupy an office in City Hall;
that part- time employment with the City is defined as anything less than 40 hours per week; and
there is no time frame as it is included in the FY 11 - 12 budget and a budget amendment would
be done at the time an in -house attorney is selected.
Mr. Rynearson moved to authorize the City Manager to conduct a preliminary search for
an in -house attorney and return to Council with his findings. Mr. Reeves seconded motion
and it carried unanimously.
