MEMORANDUM OF UNDERSTANDING BETWEEN THE UNITED STATES AIR FORCE SPECIAL OPERATIONS SCHOOL (USAFSOS), THE OKALOOSA COUNTY BOARD OF COUNTY COMMISSIONERS (OCBCC), AND THE 96TH OPERATIONAL SUPPORT SQUADRON (96 OSS) FOR AIRFIELD TOURS This is a Memorandum of Understanding (MOU) between the USAF SOS, OCBCC, and the 96 OSS. When referred to collectively, the USAFSOS, OCBCC, and 96 OSS are referred to as the “Parties.” 1. BACKGROUND: The Building Partner Aviation Capacity Course (BPACC) is designed to educate attendees on the core attributes of Aviation Enterprise Development (AED) as they relate to national security strategy (NSS) formulation and execution. As part of this objective, the course presents relevant topics on the means through which the U.S. seeks to build partner aviation capacity. This course is developed in concert with the 2010 U.S. NSS, the 2011 USAF Global Partnership Strategy and the US Special Operations Command Commander’s FY 12-15 Training Guidance key tasks listing. By opening course slots to international students, the course endeavors to build mutual understanding between U.S. and partner nations (PN) on the unique environments and opportunities to bolster national security postures through concerted civil/military AED. This objective is enabled through the approval of the BPACC as a source for Expanded International Military Education and Training (E-IMET) instruction by the Defense Security Cooperation Agency (DSCA). Thus, partner nations authorized and funded for E- IMET funds may use such allocations to attend the BPACC. Additionally, the BPACC is also fully certified by the Counter Terrorism Fellowship Program (CTFP), so CTFP funds may also be used. The BPACC is conducted over a two-week period for up to 15 international and 15 American participants and is offered 2-4 times per year. The BPACC is evolved from the Civil Military Strategies for Internal Development course, which was offered by USAFSOS from 1989 until 2007. The first BPACC was offered in May 2009, following certification of the new course syllabus by the DSCA in March 2009. The BPACC uses classroom lecture by US military, DoD civilians, civilian professors, and other experienced practitioners, as well as practical exercises, participant presentations, and field studies/trips to achieve course education objectives. Lessons are presented in a seminar format in a manner that encourages collaborative learning. USAFSOS strives to make each course responsive to ongoing aviation security cooperation topics. Thus, the course retains flexibility within the schedule on selected topics. Specific to this MOU, the students participate in a field trip that visits three airfields in the local area. A typical trip goes to Florala Municipal Airport in Alabama, then to Bob Sikes Airport in Crestview, and then finishes at Northwest Florida Regional Airport (NWFRA) and Eglin AFB. USAFSOS has had a long history of successful engagement with NWFRA and the other airfields. The course director will coordinate with the respective agencies to schedule static displays at Florala and Crestview. At NWFRA, the airport will provide use of the conference room to conduct a working lunch and a panel discussion, normally comprised of the Mayor of Fort Walton Beach, an Economic Development Council member, and a member of the military community. Additionally, members from Eglin’s 96 OSS provide briefings in the conference room. Subsequently, the students are given a tour of NWERA facilities, and members of the 96 OSS provide a windshield tour of the Eglin AFB airfield and a tour of the Air Traffic Control (ATC) tower. For more detailed information, please refer to USAFSOS’s BPACC Lesson Plan, available upon request. 2. AUTHORITIES: Not applicable. 3.
