DATE: January 21, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Security Checkpoint Exit Lane Control Systems Project CPS at NWFRA
DEPARTMENT: Airport

STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve

BACKGROUND: This project contains Sensitive Security Information that is controlled under
49 CFR Parts 15 and 1520. No part of the planning or design may be disclosed to persons

airport, architectural and technological barriers are being installed through the project. The total
project cost including design, bidding, the construction administration and professional services
approval for which is being sought in this agenda item as well as construction is $617,907.00 of
which 50% is being funded by the Florida Department of Transportation and the local 50% share
through Passenger Facility Charge (PFC) to be approved in FAA PFC application #6.
The airport in coordination with the TSA and Airlines has designed and bid an exit lane control
system that fulfills the TSA security requirements without the need for onsite monitoring
personnel. Bids for the exit lane control system improvements were opened December 4, 2013
and the County received two bids. RS&H task will perform construction administration and
construction phase services in accordance with the terms and conditions of the Agreement for
Professional Architectural, Engineering, and Aviation Planning Services Contract No.: C09-
1737-AP, dated July 7, 2009.
