RE: Volunteer for Airport Compatibility Advisory Committee (ACAC)
Dear Okaloosa County Airport authorities,
I hereby volunteer to serve on the Airport Compatibility Advisory Committee. I have lived in
Okaloosa County since 2003. I retired from the US Air Force in 2006 having served my final
tour as a senior Judge Advocate at HQ AFSOC, Hurlburt Field.
As a military attorney for 23 years I had many opportunities to represent the Air Force in ways
that would directly benefit my service on the ACAC. At every ait base I was assigned to the
legal office handled issues involving the Air Installation Compatible Use Zone (AICUZ) and the
impacts that airfield operations have on surrounding communities, At Moody AFB, GA, I was
the Claims Officer and routinely traveled off-base to investigate noise and damage claims from te
citizens and businesses in the area. I was the Staff Judge Advocate or supervising attorney at
Yokota Air Base in suburban Tokyo where the closely surrounding communities were intensely ,
sensitive to airfield operations and noise.
I believe my experience as an Air Force attorney would give me valuable insight to the issues
that will come to the ACAC. In addition, I live next door to Hurlburt Field and experience daily “3
the operations there and the impact on the local community. As a retiree, I proudly maintain my 2
connection to AFSOC and the 1* SOW. e
Since retiring, I have not worked for a salary but have been busy. I was co-organizer of an effort
called Pearl Harbor Initiative in which a small local group raised community support to take six
Pearl Harbor Survivors from Pensacola to Pearl Harbor for the 70° Anniversary Remembrance
Ceremonies, December 7, 2011. As a result of the success of that trip, I was asked by a well-
established Honor Flight group, Old Glory Honor Flight, to help them organize a trip for 18 Pearl
Harbor Survivors from all over the State of Wisconsin “Back to Pearl” in June 2012. Both trips
were recorded in very moving documentary films that have been seen, and won awards in, film
festivals around the country. They are also being used in schools to help teach the lessons of
Pearl Harbor and the attack on December 7" to school children nationwide.
Last year, I organized the reunion of my father’s World War II unit, the 65" Infantry Division
Association, in Columbus, GA, where we toured the National Infantry Museum and Fort
Benning. This year, I was honored to become the 2" Vice President of the association,
Attached please find the last version of my Air Force biography which lists my education and
Air Force assignments. Thank you for your consideration. I would be honored to serve on the
Airport Compatibility Advisory Committee.
Sincerely, ‘
William F. Phillips, LtCol, USAF, Ret.

I volunteer for the Airport Compatibility Advisory Committee (ACAC). My credentials include more than 15
years of experience in high-visibility leadership roles for large-scale, mission-critical initiatives. Whether
engaged to head testing, support, or people development efforts, I deliver continuous improvements and
solutions for multimillion-dollar programs and diverse situations.
Ihave experience establishing austere airfield operations for the B-2 Stealth Bombers ensuring compatibility
with the existing facilities. During the opening days of the War on Terror, I was the lead U.S. Air Force Planner
responsible to establishing Manas International Airport in Bishkek, Kyrgyzstan, As a flight instructor, I was
responsible for daily flight line operations and safety procedures for B-1B Bomber. Currently I oversee the
technical components for the Defense Threat Reduction Agency’s R&D acquisition implementation; I control a
$30M+ budget that drives new technology developments to support and improve the nation’s security.
In a recent position at TYBRIN Corporation, I led a $17M budget encompassing DoD and Foreign Military
sales, transforming the struggling department into healthy, productive force; in one instance rescuing a JMPS
Vehicle Installer project by procuring additional funding and delivering on time. This was a national aviation
mission-planning system maturation and implementation initiative, where my roles included project manager and
subject matter expert. I welcome an opportunity to determine how I will be an asset to your team and look
forward to your response. Thank you for your time and consideration.
Sincerely,
Enclosure
