RE: Ordinance 1705- Amendments to Directions: The
Comprehensive Plan of the City of Fort Walton Beach: 2008.
MPB Case# CP06- 1)
BACKGROUND:
On August ~, 2000, the City Council held the adoption public hearing on a new
Comprehensive Plan for the entire City of Fort Walton Beach, Directions, culminating
in the adoption of Ordinance 1401. Ordinance 1401 repealed the comprehensive
plan adopted in 1990, Fort Walton Beach Comprehensive Plan: 2000, and all
subsequent amendments thereto, and adopted in its place Directions- The
Comprehensive Plan of the City of Fort Walton Beach: 2008. Subsequently, Staff
transmitted Directions to the Florida Department of Community Affairs ( DCA) for
review and comment pursuant to Section 163.3184, F. S. DCA found Directions to be
In Compliance" with State Growth Management Regulations.
A comprehensive plan may not be amended more than twice a year, with certain
small scale exceptions, per Florida Statutes. This has been a provision in the Growth
Management Legislation since the enactment of the original Local Government
Comprehensive Planning Act by the Legislature in 1975.
Since adoption of Amendments to Directions in September 2005, several events
have transpired that warrant consideration of amendments to the Comprehensive
Plan-
A private party has filed a request to amend the maximum residential density
and maximum height allowed in the Medium Density Residential land use
designation in the Future Land Use Element.
The Neighborhoods Map for the Great Neighborhoods Program is being
amended to reflect a change from 13 to 11 Neighborhoods and that change
is being incorporated into the Future Land Use Element ( FLUE) of the
Comprehensive Plan.
The Plan for Neighoorhood Action for the Combs-New Heights Neighborhood
is being amended to reflect a name change to the W.E. Combs
Neighoorhood and those changes are being incorporated into the Future
Land Use Element ( FLUE) of the Comprehensive Plan.
The GC, General Commercial and RC, Regional Commercial land use
designation narrative in the Future Land Use Element are proposed to be
amended to reduce from 500 feet to 200 feet the zone which allows a 45 feet
maximum height.
A private party has filed a request to amend the Future Land Use
Map series
for 3.61 aaes located at 401 Hollywood Blvd NW from the PL, Public Lands
designation to the MUCC, Mixed Use Community Commercial land use
designation.
The Future Land Use Map series is proposed by the City to be amended to
change 4. 11 acres located at 115 Virginia Drive and 330 lake Drive NW from
PL, Public Lands and LOR, Low Density Residential designation to the CON,
Conservation land use designation.
The Future Land Use Map series is proposed by the City to be amended to
change 0.63 acres located at 122 Hollywood Boulevard SE from GC, General
Commercial to the Pl, Public lands land use designation.
