ACTION ITEMS 3. Discussion of Homeless Facility on Ready Avenue NW Synopsis: Staff will present information related to a private request for a homeless facility on Ready Avenue NW as directed by City Council at the September 13, 2011 regular meeting. The City Manager advised that Staff has put together some information regarding a request from the United Way and Catholic Charities to have a homeless facility placed at 112 and 114 Ready Avenue in the City's Commerce and Technology Park, and that he and Staff met with the individuals this past Monday, September 19, to discuss the request. Tim Bolduc, Development Services Manager, presented a power -point that discussed the request for a homeless facility in the City's Commerce and Technology Park; the proposed location in the Park and the surrounding area; existing land use as stated in the City's Land Development Code and Comprehensive Plan, and the process required for the interested parties to move forward. Pastor Ray Angerman of Good Lutheran Shepard Church in Shalimar discussed how the City partnering with them in this endeavor would address the homeless by getting them off the streets, would help downtown businesses, and would benefit the law enforcement agencies as well, since they would have a central location to take homeless individuals. Police Chief Ted Litschauer discussed loitering laws and the City ordinances that address enforcement at City parks, and that no one could be forced to vacate a park but could be directed to a location where they would be welcome. Also discussed was that the funding would be used for bedding, supplies, food, and start up costs to get the shelter running, as well as funding for a woman' s center in another county. Pastor Angcrman stressed that a plan for the use of the funding must be in place by December 31, 2011, or they will lose the funding. Bill Robinson of the United Way advised the desire for Council to agree to partner with them to move forward with the shelter, and to agree to assist them work through the process. Council received clarification that funding was available and that what is being sought is Council support and coordination of the facility, and nothing monetary is being requested from the City. Carolyn Ketchel, Catholic Charities, advised that they received notification of the funding in the amount of $1. 3 million from the Rockefeller Foundation a month ago. arr e,, ...M olro, I woira,, aea. t, eaxe 3 »;,, red 9121rzot Special Meeting Minutes September 21, 2011 Discussion included which entity will be responsible for operating the facility; that the building would be leased for two years; and that the building and fire codes would need to be taken into perspective to determine how many people the facility could actually house.
