'" ...., ___.___ CITY OF FORT W ALTON BEACH MEMORANDUM DATE: February 12, 2005 TO: Joyce Shanahan, City Manager FROM: Mark Wiltsie, Director of Human Resources SUBJECT: Dental and Life Insurance Renewals round: Back!! The City provides its full- time employees with dental insurance coverage as part of their benefit package. The City contributes 75% toward the cost of dental coverage with the employee contributing 25% through payroll deduction. Eligible retirees and COBRA enrollees may participate in this program with no contribution by the employer. In addition, the City secures and pays the premium for tenn life insurance coverage. The policy, which includes Accidental Death and Dismembennent ( AD& D), has a face value of $20, 000. Upon retirement, employees may elect to continue this coverage with the total premium paid by the retiree. In addition to the 20, 000 basic life policy, employees may elect supplemental coverage for themselves and their families. Premiums for all supplemental coverage are borne by the employee through payroll deduction. Analvsis: Dental Coverage In March of 1997 the City changed its traditional, fully insured, tiered dental plan to a self- insured dental program. This program, offered through Dental Decisions, provides for the payment of claims through a Third-Party Administrator ( TPA). The current program involves a 12. 00 co- pay per office visit ($ 17. 00 co- pay for non- participating dentists), and is structured to pay 100% of the first $ 150. 00 of incurred charges, 80% of the next $ 200.00, and 50% of the remaining $ 1, 000 per year benefit. Since the inception of the City' s self-funded Dental Program in March 1997, few adjustments have been necessary in the employer and employee rates and co- pay. The current rates are as follows: M onthlRt lY a es Employer ( 75%) Employee ( 25%) Total Single $ 14. 28 $ 4. 75 $ 19. 03 Family $ 40. 91 $ 13. 63 $ 54. 54 1 Clllf 5 For the claim year March 1, 2004 through February 28, 2005, we anticipate claims paid to be 149, 706. This amount is calculated from actual claims paid for ten ( 10) months annualized for the twelve ( 12) month claim year ( see exhibit A for details). This exhibit also identifies that premiums ( contributions made the by employee and retirees) will be $ 166, 593. employer, Therefore, staff estimates sufficient funds are available for payment of claims and is not recommending an increase in the contributions made by the City or our employees for the claim year commencing March 1, 2005. Life Insurance Effective March 1, 2003, the City' s life insurance program was awarded to INO Employee Benefits/Reliastar as a result of a RFP process. The rate for basic life insurance was $ 7. 20 per month per employee ($ 86.40 annually) and a two ( 2) year rate guarantee was offered. As such, the current agreement with INO is due to expire February 28, 2005. Staff requested the City' s agent, Lon Bryan, of LB Bryan and Co., to solicit a renewal quote from INO and other A+ rated companies who write business with governmental jurisdictions. The following is a summary of the renewal quote from INO and quotes from Sun Life and Jefferson Pilot. ING/Reliastar Life Sun Life Jefferson Pilot 20, 000 Basic Life $ 7. 20/ mo. $ 10. 20/ mo. $ 10. 20/ mo. Rate Guarantee 2 Years 2 Years 2 Years A M Best Rating A+ A+ A+ Based on the quotes received staff recommends renewal of the City' s life insurance program with ING Employee Benefits/Reliastar. It is noted that the rates proposed by INO are the same as the current rates we have with this company and once again a two ( 2) year rate guarantee is offered. Recommendation: Based on the above, staff respectfully requests the following: 1. Continuation of Dental Decisions as the third party administrator for our self-funded dental insurance pro gram and funding at the current rates as outlined in the staff report. 2. Renewal of the City' s life insurance program with INO Employee Benefits/Reliastar for a two ( 2) year period beginning March 1, 2005 through February 28, 2007. 2 If approved, sufficient funds are available in the 2004/ 05 budget for the dental and life insurance programs.
