agitator that shall be driven by a 3/4" drill motor not exceeding 300 rpm and which
do not cause air entrainment to achieve a uniform consistency.
d. Adherence to proper induction times and re-coat schedule for the combined
coating material shall be in accordance with the manufacturer's published product
data. No coating shall be applied until the minimum induction time has been
reached.
6. Coatings Application
a. Methods of application are at the discretion of the CONTRACTOR as long as the
materials are applied in accordance with the manufacturer's published data and the
end results are in compliance with these specifications (including all others
inferred by reference).
b. Brushes shall be: Purdy Corporation, Professional Quality, Black China Bristle
Series, or Wooster Brush Company Pro 10, Professional Quality, Black China,
sash and trim brushes, or approved equal.
c. Rollers shall be Purdy Corporation, Professional Quality, Lambskin rollers with

Rollers, or Premier Lint Free, Epoxy Bonded to Phenolic Core, Premier Richmond
Hill, NY, or approved equal.
d. Techniques shall be used which will not allow coating droplets to travel from the
base of the tank or escape from the containment apparatus.
e. Prior to the cleaning or coating of any surface, the CONTRACTOR shall present a
written plan for approval by the PROJECT REPRESENTATIVE and the
ENGINEER concerning how abrasive and/or paint damage to automobiles and
property will be handled, including a process for quick removal of the abrasive or
paint, and who will do the Work. This approval in no way shall relieve the
CONTRACTOR from the responsibility of settling claims for damage, but is
intended as an avenue to expedite and minimize said claims.
7. Coating Thickness
a. Dry film thicknesses (DFT) specified in the attached painting schedule (see
Appendix, Table 1), are dry mil thicknesses measured in accordance with Steel
Structures Painting Council SSPC-PA-2, Paint Application Specification No. 2,
“Measurement of Dry Paint Thickness with Magnetic Gauges.” Painting
Contractor shall apply additional coats as necessary to achieve the specified
minimum dry film thickness range per coat.
b. The thickness of each type paint is essential to the system's integrity (see
Appendix, Table 1). The addition of mils in a succeeding coat of a different
generic type or formulation to make up for thin preceding coat(s) shall not be
allowed. If a thicker finish coat is needed to hide the underlying darker color on
the exterior of the tank, a thicker coat may be applied, but it shall not exceed the

maximum allowable thickness recommended by the coating manufacturer.
c. Under no circumstances shall the dry film thickness of an individual coat or of the
total coating system exceed the coating manufacturer's maximum allowable
thickness limit.
f. Dry mil thickness greater than the coating manufacturer's maximum allowable
thickness shall be considered unacceptable and shall be removed by the
CONTRACTOR at no additional cost to the OWNER at the direction of the
ENGINEER and OWNER.
g. Some coatings may require additional coats applied to achieve the specified
thickness when applied by brush or roller. No additional compensation shall be
made for additional coats required to achieve the specified minimum thickness.
8. Surface Conditions
a. The surfaces to be painted shall be free from mud, oil, grease, dust, moisture,
salts, and other foreign material which would cause adhesion or other
problems in the finished product.
b. If field tests by the ENGINEER find questionable amounts of contamination
on the steel surfaces or painted surfaces to be top-coated, a representative of
the paint manufacturer may be called to examine the surfaces in question and
determine if the surfaces are in accordance with these Detailed Technical
Specifications and the manufacturer's published product data.
9. Painting Schedule
a. The tank should be entirely cleaned and primed prior to the start of the
intermediate painting to avoid damage to the topcoats from adjacent cleaning
operations.
b. The primer shall not be applied closer than 6" to the edge of a surface yet to
be cleaned.
c. If the re-coat cycle of the primer prevents completing cleaning and priming of
the tank before applying the intermediate coat, then the CONTRACTOR shall
submit, in writing, a schedule for coating application which will avoid damage
to the intermediate and finish coats when applied close to uncleaned surfaces.
10. Piping
a. The CONTRACTOR shall be responsible for assuring that no foreign material
including, but not limited to paint, abrasive, rags, or tools enter the
inlet/outlet, drain, or overflow piping during the prosecution of the Work.
b. Any material found in this piping at the time the tank is placed back into
service shall be removed at the expense of the CONTRACTOR. To aid in
preventing the entrance of foreign material, the CONTRACTOR shall drain
the pipe and either lower the protective cover to the top of the pipe, tack weld
a plate over the inlet/outlet pipe or place an expandable plug in the pipe.

Countryview & Bluewater Tanks (2014) Job No. 41-459
c. If a plate is tack welded over the pipe, the plate shall completely cover the
pipe and shall not be removed until the interior and exterior painting is
complete. After the plate is removed the damaged areas of coating and weld
burrs shall be ground smooth and recoated in accordance with the applicable
paragraphs in these specifications.
d. If an expandable plug is inserted in the pipe, the plug shall be placed
approximately 18" down in the pipe to allow for proper coating of the
inlet/outlet pipe.
11. Air Dryer for Compressor
a. Use air dryers sufficient to remove 98% of the moisture from the compressed
air. Size the dryers based on total cfm using manufacturer supplied charts.
Upon request, supply charts to engineer for verification.
b. If the fan is not operable, cease all blasting until the dryer is replaced or
repaired.
c. Supply air dryer with an air draw-off valve to check air for dryness, oil
contamination and cleanliness on the outlet side of the air dryer.
d. For cleaning operations, draw clean air from the outlet side of the air dryer.
C. Preparation and Painting the Tank Wet Interior
1. Surfaces to be Cleaned and Painted:
All interior wet surfaces including the roof, manholes, roof vent flange access tube,
etc., shall be cleaned and painted in accordance with the requirements of this
section.
2. Cleaning Tank and Debris Removal
a. The OWNER will remove all water from the tank which will drain by gravity
through the drain line.
b. The CONTRACTOR shall remove all standing water, mud, and debris from
the tank prior to starting work
3. Surface Preparation
a. The interior surfaces mentioned above in Paragraph 3.05.B.1. shall be cleaned
to a degree of cleanliness equivalent to SSPC-SP10, Near-White Blast
Cleaning by a method approved by the ENGINEER and OWNER.
b. Before the formation of rust and after observation of the surface by the
ENGINEER, all cleaned surfaces shall be primed as specified. Prior to the
application of the finish coat, all seams, rough areas, deviations from smooth
surfaces, pits, bolt heads and nuts, remains of erection lugs and scars, and
corners shall be primed by brush (stripe coat at 2.0 - 4.0 mils) with the primer,
