site and coordinate structures necessary to provide service to the proposed facility, Coordinate with Eglin Air Force Base Stormwater Department: AVCON shall coordinate with Eglin Air Force Base Stormwater Department to define design parameters and permit requirements based on the guidelines outline for the Northwest Florida Water Management District. Coordinate with Power and Communications Providers: AVCON shall coordinate with power and communications providers to identify the location of existing facilities and coordinate design of proposed improvements. Develop 10% Concept Design Layout: AVCON shall prepare a conceptual layout which will depict the building size and location, preliminary floor plan layout, parking lot and drive-through pavements, and utility locations. Kost Conceptual Design Meeting, prepare minutes; AVCON shall meet with Okaloosa County Airports, Eglin Air Force Base Planning and Programming, Eglin Air Force Base Fire Department, and Eglin Air Force Base Fire Inspector to review the 10% Conceptual Design layout. AVCON will incorporate one tound of review comments from this meeting into the concept design layout. The concept design layout shall be approved by the County prior to proceeding to 90% design drawings, Develop 90% Design Documents: AVCON shall perform design of the construction plans through — 90% design development. Coordinate 90% Design Documents with Eglin Air Force Base Fire Inspector: AVCON shall coordinate with the Eglin Air Force Base Fire Inspector to confirm the fire protection design assumptions for the 90% design drawings for the facility and incorporate design comments. Conduct 90% Design Review Meeting with County: AVCON shall conduct a design review meeting with County staff to discuss the features of the 90% design documents. AVCON will incorporate one round of review comments from this meeting into the 90% design drawings. The 90% design drawings shall be approved by the County prior to proceeding to 100% design drawings Prepare Engineer’s Report: AVCON shall prepare an Engineer’s Report in accordance with federal guidelines for submittal to funding agencies, The report shall summarize the features of the project with justification for key design decisions and deviations to standards, if applicable. Identify Pay Items and Prepare Bid Forms/Schedule: AVCON shall identify proposed project pay items and shall prepare bid forms and bid schedules for the work, Based on the nature of the work, the bid forms shall represent a unit price contract. Front-end documents shall include the draft contract and certifications consistent with standards for applicable design elements. Prepare Opinion of Probable Construction Cost; AVCON shall prepare an opinion of probable construction cost based on the 90% design drawings, Task shall include updating the opinion following preparation of the final bidding documents. Perform QA/QC Review of 100% Design Documents and Update; AVCON shall perform and document an internal review of the technical elements and bidding format of the 100% design documents, The design documents shall be updated in accordance with the review results prior to submittal to the County and Eglin Air Force Base, Prepare and Submit 100% Design Documents to County; AVCON shall prepare and submit three (3) sets of the updated 100% design documents to the County for review and coordination with funding agencies as a condition of receiving approval for advertising the project. Each set shall include: a. Front-end documents b, Bid forms and schedules ec. Technical Specifications ad, 100% design drawings e. Engineer’s report f. Opinion of probable construction cost Prepare and Submit 100% Design Documents to Eglin Air Force Base Planning and Programming for Review: AVCON shall prepare and submit the following packages to the Eglin Air Force Base Planning and Programming department for distribution through the Planning and Programming Department: a, Prepare and submit Development Package for Eglin Air Force Base Planning and Programming for Review: AVCON shall prepare and submit the Development Package to Eglin Air Force Base Planning and Programming for review. AVCON shall attend one (1) submittal coordination meeting with Eglin Air Force Base Planning and Programming Department. , b. Prepare and submit Eglin Air Force Base Stormwater Department Submittal Package: AVCON shall prepare and submit Eglin Air Force Base Stormwater Department submittal package for review, c, Prepare and submit Eglin Air Force Base Civil Engineering Department Submittal Package: AVCON shall prepare the Eglin Air Force Base Civil Engineering Department submittal package, d. Prepare and submit Eglin Air Force Base Water and Sewer Department Submittal Package; AVCON shall prepare and submit the package for review by Eglin Air Force Base Water and Sewer Department. Prepare and submit Fire Inspection package: AVCON shall provide a package for the Eglin Air Force Base Fire Inspection to review as part of the approval process. f, Prepare and submit airport package; AVCON shall prepare and submit the airport package consisting a one (1) set of construction drawings and a copy of the development order application. 25, Coordinate Comments with Eglin Air Force Base Departments: AVCON shall respond to up to two rounds of questions and RAIs from Eglin Air Force Base Departments. 26, Prepare and Submit Northwest Florida Water Management District (NWFWMD) Environmental Resource Permit (ERP): AVCON shall prepare and submit the ERP permit to the NWFWMD including supporting documentation, calculations, and Stormwater Management Report. 27, Coordinate Comments with NWFWMD: AVCON shall respond to up to two rounds of questions and cormments from the NWFWMD. 28. Incorporate Comments and Prepare and Submit Release for Bid Documents to the County: AVCON shall incorporate permit review comments into the Release for Bid documents and submit five (5) copies to the County, Task UW: Bidding and Award (Lump Sum) 1. Prepare and Coordinate Advertisement: AVCON shall prepare an advertisement summarizing project elements and bid proposal requirements for County use in providing public notification of the project. Attend Pre-Bid Conference and Prepare Minutes: AVCON shall participate in a Pre-Bid Conference to present and discuss specific project issues, specific construction features, operational phasing, special airfield construction limitations, and other applicable requirements. AVCON shall provide and distribute meeting minutes for the Pre-Bid Conference to participants and funding agencies. Distribute Bid Documents and Maintain Plan-Holder List: AVCON shall prepare copies of the bidding documents and shall distribute documents to prospective bidders upon request. AVCON shall maintain a current list identifying all bid plan holders, Bid documents shall be provided to prospective bidders at a nominal fee to cover reproduction and handling costs. Contractor shall contact local plan rooms and shall provide up to three (3) sets of bid documents at no charge for public review. Prepare and Distribute Addenda and Responses to Questions: AVCON shall prepare formal responses to questions by potential bidders as provided during the Pre-Bid Conference and during the specified period prior to the project bid opening. AVCON shall prepare and distribute addenda to bidding documents as requited to address any revisions resulting from bidder’s concerns or from design modifications for items designed by AVCON. Attend Bid Opening: AVCON shal! attend the bid opening for the proposed project and receive copies of the bid proposals from the County for review. Page 3 of 7 SCOPE OF SERVICES —- AVCON, INC. Prepare Bid Tabulation and Recommendation of Award: AVCON shall review all bids received and shall prepare tabulation of the bids, including the Engineer’s estimate, Based on the review, AVCON shall provide a formal recommendation of the award for Okaloosa County. 7, Prepare Conformed Construction Documents; AVCON shall prepare and submit conformed plans and specifications that incorporate addendums to serve as the “Release for Construction” set. A total of five sets of conformed documents shall be provided to the Owner, Task I: Sub-Consultant Services (Not-To-Exceed) All services performed under this task shall be performed by a qualified subconsultant.
