REQUEST FOR PROPOSAL
FOR ENGINEERING / CONSULTING SERVICES
FOR STORMWATER UfILITY STUDY
FOR THE CITY OF FORT WALTON BEACH, FLORIDA
1. INTRODUCTION:
The City of Fort Walton Beach, a chartered municipality located in the southern section of
Okaloosa Florida, is seeking a statement of qualifications from consultants to assist in
County,
the planning, development, and implementation of a stormwater utility. Consultants shall have
expertise in the planning and implementation of stormwater utilities, stormwater system design,
state/ federal/ local regulatory compliance, public outreach and acceptance, stormwater utility
operations and maintenance, development review procedures, user rate schedules, and project
management. The goal of this project is to develop a stormwater utility with a rate structure that
is revenue sufficient, fair, equitable, legally defensible, and publicly acceptable.
2. BACKGROUND:
Since 1937, when Fort Walton Beach was chartered as a municipality, the area has seen great
changes to its natural landscape. With these changes the need for stormwater management has
evolved. Over the past several years, the City has developed an extensive inventory of
stormwater infrastructure, which includes: 34 miles of underground stormwaterpipe, 61 outfalls
to a receiving body of water, 11 stormwater retention ponds, three ( 3) miles of ditches and
streams, and over 1, 300 curb and surface inlets. This infrastructure is in place to collect and
Fort Walton
convey stormwater runoff and to protect the property of the 20, 000 plus residents of
Beach. The stormwater infrastructure, some of which was originally installed in the 1930s,
networks 29 local drainage basins that cover more than 4,789 acres ( 7.4 square miles).
through
The need for maintenance, rehabilitation, and new construction is a costly endeavor, especially
for an aging stormwater system.
Along with maintenance and infrastructure needs, regulations placed on water quality by state
and federal entities have increased the need for funding. According to the National Pollutant
Discharge Elimination System ( NPDES), enforced by the Florida Department of Environmental
Protection ( FDEP), the City has five ( 5) years to implement a multitude of Best Management
Practices ( BMPs). The requirements of the NPDES program put pressure on a budget that is
already strained by other programs. The City ofF art Walton Beach has reached a point, through
aging infrastructure and regulations, where additional means to generate revenue, specifically for
stormwater needs, are required.

program for areas within the incorporated boundaries of the City of Fort Walton Beach. The
scope of work includes the following items:
1. Assessing the impacts of the stonnwater utility on the City' s current organizational
structure, which includes current and future stonnwater Capital Improvement Programs,
management and staffing, and overall ability to give reliable services to the citizens of
Fort Walton Beach.
2. Providing recommendations regarding rate structures, proposed rates and anticipated
revenues, including pros and cons for each recommendation and methodology used in
detennining the rate structure and revenue estimates. This item shall also include:
a. Detennine the feasibility of developing a " stand- alone" stonnwater utility or
combining with other local jurisdictions to fonn a Regional Stonnwater Utility.

c. Analyzing and reporting on whether federal, state, city, county, holders of utility
easements, tax- exempt land, or undeveloped property should be exempted from
any proposed fees.
d. Providing options for an appeals procedure that is legally defensible.
3. Assisting City staff in the development of a legally defensible ordinance that addresses
the creation and implementation of a Stonnwater Utility. Development of the ordinance
must be completed prior to September 30, 2007, for City Council approval.
4. Developing a Master Database File that is fully compatible with the City of Fort Walton
Beach' s current Geographic Infonnation System ( GIS) and current Okaloosa County
Property Appraiser data. The City currently licenses ESRI's ArcMap 9. x for its GIS. It is
expected that the stonnwater user rate fee will be included on the City' s monthly water
and sewer bill and will also need to be compatible with the City' s customer billing
program ( HTE/ AS400).
5. Perfonning public outreach to educate citizens and City staff on the need and
implementation of a stannwater utility.
6. Gathering necessary infonnation from numerous sources within the City.
