Project Understanding
and Schedule
The City of Fort Walton Beach is seeking to establish a

quality. The City seeks to have the ordinancee$tablispingtheutility in place by
September 30, 2007 and the billing system functioning by November 30, 2007.

StormwaterManagement Program Development
It is our understanding that the Stormwater Management Program that the City
wishes to set up shall make provisions for and wilLconsiderthe organization and
roles of all of the functional elements of a comprehensive stormwater program,
including:
1. Administration and Program Management
2. Engineering
a. Pipe Replacement
b. BMP Design
c. Stormwater GIS Implementation
3. Planning
a. Coordination with the Choctawhatchee Basin Alliance
b. NPDES Compliance
c. EvaJuation of the Impacts of Total Daily Maximum Loads on City Services

The second. part of developing a fair and equitablestorrnwaterutility is the rate
structyrethatdefines a customer's use of the services beingproyided. That is to
say, thatthe .fe.es.that will be charged will reflect the Gostoftheservices to collect,
convey,/ treat and dispose of the stormwatergeneratedby each cystomer.
Discyssions with staff and the Technical Assessment Committee will discuss
whether this rel<tions;hip can best be representedbyirnperviqusarea( Equivalent
Runoff Unit or ERU Method), the actual runoff ( Equiv<len;fHydrolQgic Area or EHA
Method) or land use (Intensity of Development orJDMethod), With SO much
emphasis placed on water quality it might be tha elDMthQd<; lt can target the
large pOllyters, or a combination of methods ( such<asasystemwe developed for
Athens- Clarke County, Georgia), may be an approach that the City of Fort Walton
Beach would want to consider.
Credit Policy Development
A key component to the rate structure will be the development of credits. This will
inciudecredits for privately constructed and maintained BMPs. Adjustments may
also be Galled for to equitably allocate costs to customers that might not receive all
of theservice.s that are provided by the utility. This might be the result of their
geOgraphiclOGation, as in the case of the area of Fort Walton Beach near the Fort
Walton.6each. Municipal Golf Course. In a number of communities the fees for
riparian properties, directly adjacent to a water body, were reduced to account for
the fact (that . the customers were not using the community' s stormwater
management system. However, in Fort Walton Beach, the uncontrolled discharge

serve CIS justification of a higher rate unless BMPs are put into place by the
property owner.
Regional Program
The ClnCllysis will also identify the financial Clnd environmental
CidvClntages and the
politicCiIClndCldministrative challenges of developing a stormwater utility involving
regionClI participation.
Billing Setup
It is our understanding that the City intends to useitsHTE/AS400
system for
billing, Having recently completed set up of a stormwClterutility billing system

Public Outreach
Finally, Earth Tech will be responsible for cClrrying QUtCl public outreach program
that will inform and educate the citizens of FQrtWalton8eClchabout the
stormwaterutility program. This task is view~d CI$ ClbSolut~ lyessential for the
