Teatn brings over 20 years of national experience in the planning and implementation of
municipal stormwater utilities. At Earth Tech, we track utility activities across the nation in
an effort to remain abreast of recent trends in stonnwater utility development. Our goal
is to
remain at the forefront of stormwater planning and to assist communities in meeting their
future needs. Our planning experience provides the City of Fort Walton Beach the technical
and professional resources needed to establish a sufficient, fair, equitable, legally defensible,
and publicly acceptable stonnwater utility that will meet and exceed the needs of your City.

This experience and awareness will allow the Earth Tech Team to structure the utility
to specifIcally meet the stormwater needs of Fort Walton Beach. While many
consultants address various aspects of stonnwater utilities, there are few who actually
have comprehensive plalming experience who canconfidentIy integrate the technical,
financial, and legal skills that will lead to an effective utility. The City would be best
served by having Mr. Ferris' hands- on experience to deliver a proper and legally
defensible stormwater utility program.
