CITY OF FORT WALTON BEACH Memorandum TO: Joyce Shanahan, City Manager THROUGH: Lisa Absher, Finance Director FROM: Charlotte Dunworth, Budget & Grants Manager RE: 2006- 07 Budget Amendment ( Resolution 07- 07) C)) DATE: May 3, 2007 Backaround Ordinance No. 1711, authorizing the Budget for fiscal year 2006- 2007, was adopted by City Council on September 20, 2006. The ordinance provides for amendments to the Budget by resolution with identification of expenditures and a corresponding revenue source. Discussion Effective in FY 2001- 02, the State of Florida created a flat tax rate for all communication services so that no type of service had a competitive price advantage over the other. The City budgets Communications Services Tax ( CST) revenue based on information provided annually by the Florida legislative Committee on Intergovernmental Relations ( lCIR). For FY 2006- 07, LCIR estimated the City' s revenue at $ 2, 334, 994; consequently, $ 2, 335, 000 was budgeted. The City has been advised by the Florida Department of Revenue ( DOR) that as a result of ongoing audit issues we were overpaid approximately $ 1. 7M in during the period June 2004 - September 2006 and will receive reduced CST revenues this year. Current year revenues are likely to be closer to $ 1. 5M rather than $ 2. 3M - a decrease of $82SK. Staff has identified General Fund budget cuts in the amount of $ 722, 982 and proposes increasing the appropriation from fund balance by $ 102, 018 in response to reduced CST revenues. The fiscal year 2006-2007 General Fund Adopted Budget is $ 19, 617, 698. A Budget Amendment in the amount of 722, 982> is necessary for the budget cuts, resulting in a General Fund Amended Budget of 18, 894, 716. The proposed adjustments to the 2006- 2007 General Fund Adopted Budget are outlined in the attached document. Recommendation Staff respectfully requests that City Council approve Resolution 07- 07 amending the Fiscal Year 2006- 2007 Budget as follows: 1. Amend the General Fund Budget by <$ 722,982> from $ 19, 617,698 to $ 18, 894, 716. pproved Denied Hold for Discussion 5~3 e A.
