CITY of FORT WALTON BEACH
MEMORANDUM
DATE: March 14, 2005
TO: Joyce Shananhan, City M~ ager
FROM: Ron Bishop, Chief of Police
SUBJECT: 2004 Local Law Enforcement mock Grant Program
BACKGROUND:
The City of F ort Walton Beach Police Department has made application ana ~ een
approved for the 2004 Local Law Enforcement Block Grant (LLEBG), state fiscal year
2005. A copy of the approved Grant application is provided in the additional materials
folder. We have received eight previous Block Grants, 1996- 2003. Previous Block
Grants have been direct awards trom the United States Department. of Ju~ ice.
Regulations governing the LLEBG Program do not allow direct awards under $ 10, 000, as
is the case this year. Funds for agencies falling into that category are given to the , tate
administering agency which makes the award. This year, the grant was funded through
the Florida Department of Law Enforcement, Office of Criminal Justice Grants.
DISCUSSION:
The grant will focus on low level drug enforcement. The Street Crimes Unit wilt plan
and initiate several, street level drug reversal operations. These operations will target
individuals ftequenting the geograpmc areas identified as locations where contrQlled
substances can be acquired. In addition to this, search warrant investigations will also
target areas where controlted substances can be acquired The object of the grant , S to
increase arrests and reduce drug related crime.
The proposed 2004 Block Grant expenditures inctuae the purchase of undercpver
surveillance equipment. The surveillance equipment includes a 12 volt monitor and
VCR, two covert cameras and a digital camera. This equipment will be utilized by the
Street Crimes Unit. Staff has detennined that the objectives of the grant would be better
served if the other proposed expenditures, as currently outlined in the grant document,
were modified to allow for the purchase of additional surveillance equipment. The
modified equipment will include additional digital cameras, binoculars and a professional
video system to be used by the Street Crimes Unit. In addition to this, the balance of the
funds would be used to purchase other covert surveinance equipment. Sta.fInas applied
to the grant authority for the modifications. City Council must authorize acceptance of
the grant before programmatic activity may begin.
The Local Law Enforcement Block Grant for 2004 totals $ 8, 881.00, with the federal
grant totaling $ 7,991.00 and the City' s match of $890. 00. Sufficient funds are available
for the City's match which will be appropriated from the Law Enforcement Trust Fund.
Since the grant was received mid fiscal year, the budget will need to be amended, at a
future date, to account for this grant.
RECOMMENDATIONS:
Staff respectfully requests that City Council approve the proposed Local Law
Enforcement Block Grant and authorize the City Manager to execute the Certificate of
AcceptancelRequest for Payment.
