BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 21, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Purchasing Director Screening Committee and County Reorganization DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Appoint a screening committee to review employment applications for the Purchasing Director position and approve the proposed reorganization. BACKGROUND: In 2013 the position of Purchasing Director was reclassified to a Purchasing Manager due to the continual downsizing of county government. However, operational demands have caused staff to reevaluate the need for a Purchasing Director in the Purchasing Department. Therefore, a vacant position was reclassified to reinstate the Purchasing Director position as reflected on the attached organizational chart. The Human Resources Policy VII, C states, in part, “A screening committee comprised of a Commissioner, the County Administrator or designee, and others as determined and approved by the Board, will review all qualified employment applications for vacant department director positions.” OPTIONS: The Board could consider appointment of the applicant screening committee to include: Trey Goodwin, County Commissioner; Kay Godwin, Deputy County Administrator; GinNeal McVay, Human Resources Director; Lynn Hoshihara, Attorney to the Board of County Commissioners; Helene Zackrison, Clerk of Courts Finance Manager; and/or others as desired. RECOMMENDATIONS: 1) Approve the reorganization proposed by the County Administrator to be effective upon the employment of a new Purchasing Director; and 2) Provide direction on the appointment of a screening committee to review employment applications for Purchasing Director.
