BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 5, 2013
TO: Honorable Chairman and Members of the Board
FROM: Greg Donovan
SUBJECT: Bob Sikes Airport Taxiway-A Project Closeout/Final Payment
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE:
The BCC is requested to approve the following items related to the Taxiway A Rehabilitation
project at Bob Sikes Airport:
(1) Change Order No. 5-FINAL deleting $27,622.22 from contract amount and adding 97
calendar days to the contract;
(2) Release of all retainage in amount of $1,022,265.51; and
(3) Final payment to Anderson Columbia Co., Inc. In the amount of $1,127,296.26 (includes
retainage).
BACKGROUND:
The Taxiway A Rehabilitation project began in 2009 with funding to mill-and-overlay the
existing 50-foot wide taxiway. The Airport decided to expand the scope of the project to include
widening the taxiway from 50 to 75 feet to accommodate existing and future airport tenants
which utilize aircraft such as C-130s, B-757s, and DC-10s. On July 7, 2009, design started for
the taxiway widening project.
During the design phase and early in the coordination process with the Northwest Florida Water
Management District (NWFWMD), it became apparent that the majority of the existing
pavements at Bob Sikes Airport were constructed prior to stormwater permitting requirements
and were not permitted. The stormwater permit application for the improvements included in this
project would require a complete stormwater retrofit of the existing impervious improvements
along with the proposed improvements.
In consideration of the required stormwater permitting and in an effort to plan for and facilitate
the future of Bob Sikes Airport, airport staff developed a strategic plan to aggressively petition
state and federal aviation leaders for discretionary funding. Ten months later, over $6M in state
funds were obtained. A comprehensive airport master stormwater plan was developed which
permitted the existing and future airport development. This Environmental Resource Permit
remains the second largest permit ever issued by the NWFWMD and reduces the total time
required to permit and construct a development on the airport which-considerably increases the
marketability of the Bob Sikes Airport to potential tenants. As a testament to the foresight, CEW
now has three new based tenants who have constructed facilities and hired employees, this all
before the project was even completed on time and under budget.
During this project, the Airport worked closely with the Federal Aviation Administration (FAA)
and Florida Department of Transportation (FDOT) to add improvements that provide long-term
benefits to the Bob Sikes Airport utilizing unencumbered funds in the existing FAA and FDOT
grants for this project. Change Order No. 3 (issued January 9, 2012) added a 150 ft by 150 ft
concrete apron to protect against pavement damage from certain aircraft activities. Change Order
No. 4 (issued May 16, 2012) added two new taxiway connectors on the northwest end of
Taxiway A to accommodate future development. Change Order No. 5 (pending) includes tree
clearing required along the east side of the runway to facilitate long-term compliance with
airspace clearance requirements.
The construction contract with Anderson Columbia Co., Inc. For the Taxiway A Rehabilitation
project was issued on January 11, 2011. A final completion inspection of the taxiway
improvements was conducted on October 3, 2012. All punch-list items have been addressed to
the satisfaction of the County airports and engineer. Change Order No. 5 includes additional tree
clearing work authorized by the funding agencies, adds 97 calendar days to the contract, and
provides a final reconciliation of the construction quantities for this unit price contract per the
actual final quantities accepted and measured in the field. Change Order No. 5 represents a
$27,622.22 reduction in the contract amount. Upon approval of Change Order No. 5, the final
contract amount will be $10,327,685.87.
