columns can be seen from any direction . Mr . Alsop stated an
artistic rendering will take more time and money . He again
outlined the reason for this orientation being the best option :
best for the oak tree , best for stormwater , best for use of the
land , and best option for possible future expansion .
Mr . Goodwin expressed concern about stormwater . Mr . Tim Bowden
with Seaside Engineering explained the differences of pervious
area , number of retention ponds , and maintenance
responsibilities associated with both options. Option No . 2
will require three stormwater ponds with underground piping to
connect them . Mr . Goodwin said the explanation of the
additional $50 , 000 in costs was all soft costs and asked how
much additional is expected in hard costs . Mr. Alsop said the
drawings will be needed before they can answer that question .

Mr . Goodwin stated the costs continue to go up and he does not
want to commit to another $50 , 000 to shift the building. He
stated any change of orientation may favor some people but will
exclude others and he does not want to be placed in a position
of choosing "winners and losers . " Mr . Goodwin said based on the
advice which has been given , he is more inclined to support the
option parallel to Main Street and move forward with the
project .
Mr. Goodwin asked if the City of Crestview has made any requests
to change the orientation of the building . Mr . Autrey responded
the Historical Board is appointed by the City of Crestview but
added they have received nothing from city staff.
Mrs. Linda Parker , member of the Crestview Historical Board ,
said there seems to be very good statements about why a shift
will not work ; however , she said the Historical Board has not
had an opportunity to meet with the architects . She
acknowledged reviewing three drawings and the Historical Board
being allowed to choose its preference . Mrs . Parker stated it
took several years to obtain a historical designation for
downtown Crestview and the new Courthouse will be the center of
the historical district which runs from the Courthouse to the
old depot site. She underscored their desire is to talk about
the site orientation only .
Upon inquiry by Mr . Windes , Mr . Alsop stated they have not
studied how many degrees the building could be rotated without
compromising the oak tree . He added that any shift will mean
losing efficiencies of the site .
Mr . Boyles stated he appreciates the continued indulgence on
this issue but believes the county has done due diligence . He
said he also appreciates the input from the Historical Board and
noted he has had a business downtown since returning from law
school . Mr . Boyles commented that he could understand the
perspective of the Historical Board more if this was a
historical building but it is a 20th century site and the county
will be putting a 21 st century building on it . He said the
design team needs direction and he does not feel we can continue
to interject uncertainty .
Mr . Boyles made motion , seconded by Mrs . Ketchel , to adopt the
design team's preferred orientation option which parallels Main
Street immediately adjoining the building and to authorize the
design team to proceed . Mrs . Ketchel asked if there is any way

to shift the building and delay a decision until the next
meeting . Mr . Boyles stated his motion stands . He added that he
does not know how to satisfy the request other than to
completely re-orient the building to provide a full front view
of the Courthouse facing the railroad tracks. Mr . Boyles stated
the experts have said this is the best option and he must go
with them . Mrs . Ketchel withdrew her second . Mr . Harris then
seconded the motion .
Mrs . Parker again stated that no one from the Historical Board
has been involved in the site planning . She said nothing has
been published in the newspapers about the site options . Mr .
Boyles responded the Board is not in control of the newspapers .
Mr . Harris said Mrs . Parker had spoken about a dead end street
at the Courthouse and said he does not know of one . Mr . Autrey
stated he believes she is speaking of East Pine Street which is
a one-way street . Mr . Harris commented that regardless of the
orientation , East Pine will still be a one-way street . He
continued by stating the commissioners have a fiduciary
responsibility and we are already at $26 , 000 , 000 . Mr . Harris
stated too much will be lost if the building is shifted .
Upon inquiry by Mr . Goodwin , Mr . Autrey stated three workshops
were held regarding the new Courthouse and maximum attendance
was 20 to 25 people. Mr . Goodwin said he has learned from
experience if it is very important to people , they will show up
in droves . He stated he knows it does matter to some people and
the facility has gone from a utilitarian concept to looking like
a federal courthouse . Mr. Goodwin said he will support the
motion and he too is concerned about time and costs . He noted
the Board agreed that any surplus funds from construction of the
Courthouse will be used for roads in North County .
Mrs. Ketchel stated she thinks it is folly not to wait two more
weeks and will vote no on the motion .
Mr . Windes said in the grand scheme of things , the money comes
down to about $8 per day . He said he doesn ' t know how the Board
can get in trouble by waiting two more weeks .
Mr. Boyles called for the vote.
Mr . Mike Chesser , Shalimar , was recognized . He spoke about the
imaginations of two specific real estate developers in the

county and asked why the commissioners don ' t ask for more in
order to be really satisfied with the structure .
Mr . Boyles responded that developers do not have constituents
like elected officials do . He said we will not satisfy
everyone .
The vote was taken on the motion to proceed with the design
team ' s preferred orientation of the Courthouse which is to
parallel Main Street . 3 yeas , 2 nays . (Mr . Windes and Mrs .
Ketchel voted no.)
RECESS - The meeting was recessed at 10 : 20 a . m. and reconvened
at 10 : 30 a . m. (NOTE : Mr . Harris did not return after the
recess . )

consideration a contract with Bullard Excavating for repairs to
Oak Hill Road at a cost of $440 , 069 . 50 . Mr . Boyles made motion ,

PURCHASING - CONTRACT FOR ANIMAL CONTROL SERVICES WITH PAWS
Mrs . Fedorak presented the contract with Panhandle Animal
Welfare Society (PAWS) for animal control services for
consideration. She stated the annual contract price is $492 , 000
and the contract will allow a two percent increase after the
completion of year three . Mrs . Fedorak reported the contract
contains new language and was worked by the Legal Department and
the Public Safety Director .
Mrs . Ketchel made motion , seconded by Mr . Boyles , to approve the
contract . Mr. Boyles pointed out PAWS was the only entity to
respond to the RFQ .
Mr. Goodwin stated he saw references to the vendor as " his " and
" its ." He said it is an entity and he would like the typos
corrected from " his " to "its ."
Mr . Goodwin referred to Paragraph 8 on Page 3 regarding
sufficiently and appropriately equipped certified Animal Control
Officers (ACOs) . He said PAWS is obligated to train its
officers and to provide the list of the ACOs to the county . Mr .
Goodwin asked if the Board can require PAWS to provide copies of
the officers ' certificates as well . He emphasized that he wants
to put a positive obligation on PAWS . Mr . Goodwin explained
that a list might be provided on January 1 but there could be
turnovers and PAWS should have a continued obligation to provide
an updated list of officers . He said his rationale is the ACOs
are exercising police powers on behalf of the county , adding

they could be taking private property without some due process
steps . Mr . Goodwin requested this section be beefed up .
Mr . Alvin Henderson , Public Works Director , responded that he is
excited about the language which has been added . He said PAWS
has ten days to provide copies of the certificates of the ACOs.
Mr . Henderson stated performance audits and inspections of the
facilities will be conducted .
Mr . Goodwin stated he does not remember reading that provision
in the contract . Mr . Stewart ref erred to the last sentence in
Paragraph 8 which states " The Contactor shall provide to the
County a listing of all Animal Control Officers providing
services under this Agreement ." He said the intent is one of
continuing obligation . Mr . Goodwin asked Mr . Stewart if he
believes that obligation is strong enough to which Mr . Stewart
replied , "Yes and we have language they must produce
(certifications) . " Mr . Goodwin stressed the burden should be on
the vendor and not the county . Mr . Henderson said PAWS must
provide updated training certificates pursuant to Florida
Statutes when hiring or releasing ACOs .
Mr . Goodwin referred to Page 11 and the requirement for
inspection of the premises at least four
