Inc . (EMR) for construction of the ARFF facility . He stated on

April 19 , 2016 , he said the Board approved an agreement between
the Water & Sewer Department and the 96th Civil Engineering Group
at Eglin AFB for site work (extension of water main at Taxiway H
for this project) . Mr . Stage stated these are examples of how
Okaloosa County defines a joint-use airport . He noted this
project has been discussed since 2009 and today is the 15th time
the issue has been addressed . Mr . Stage requested the Board
move forward with approval of the contract and to authorize the
Chairman to execute it .
Mr . Windes said he felt something of this magnitude should have
some discussion and that is why he pulled it from consent. Mr.
Boyles made motion , seconded by Mr . Harris , to approve the

OLD BUSINESS - UPDATE ON COURTHOUSE ALIGNMENT
Mr . Jason Autrey , Public Works Director , stated at the last
meeting there was discussion on the orientation of the new
Courthouse in Crestview . He said staff did sit down with the
design team to discuss alternatives . Mr . Autrey provided a
diagram of the site showing not only everything above ground
currently but also the drainage , utilities , etc . which is
underground . Site Option #1 , parallel to Main Street , and Site

Option #2 , angled on the site and parallel to Highway 90 , were
displayed .
Mr . David Alsop , Sam Marshall Architects , stated there are
advantages and disadvantages to both options . He stressed the
new building will be larger than anything that has been on this
site . Mr . Alsop said the biggest advantages of the option
parallel to Main Street is protecting the large oak tree and
better drainage . He stated this option would also allow for
future e xpansion of the facility . Mr . Alsop advised the input
of the Historical Board was taken into account but the best use
of this site is the option which parallels Main Street . He told
the Board they are at 50 % design and small changes now become
big changes .
Mr . Harris shared that he has learned the businesses downtown
have suffered a 10 % to 15 % decline since the Courthouse was
closed . He said he would like information on the costs for
additional delays.
Mr . Boyles asked for information on a shift , slight or radical ,
of the facility and what it would entail financially and in
delays . Mr . Alsop answered there would be at least a six to
eight week delay and the cost would be more than $50 , 000 . He
said that is his best estimate at this time . Mr . Alsop added
they held workshops and took all input . Mr . Harris asked if
those are estimates for a worse-case scenario . Mr . Alsop
replied there will be significantly more costs and delays if the
change requires a smaller footprint and goes to a fourth story .
When asked for clarification , Mr . Alsop agreed it would be
grossly costly .
Mr . Boyles stated al though the commissioners have not had the
responsibility of being in depth with the workshops , it does not
mean they have not been involved and aware of the concerns and
comments . He said the design team has presented a pref erred
alignment and their drawings are at the 50 % to 60 % mark . Mr .
Boyles felt the downtown business owners cannot stand the
delays , saying they need the traffic from the Courthouse .
Mr . Boyles referred to the oak tree and said there is a
contingent supporting preservation of the tree just as there is
a contingent which wants to see the front columns when standing
on the railroad tracks . He reported there is a large group
which has threatened to picket if the oak tree is removed. Mr .
Boyles said it is his understanding that any changes to the

preferred alignment will mean the oak tree must be taken down .
Continuing , he pointed out that Main Street runs beyond the
Courthouse and any rotation will affect other views of the
building . Mr . Boyles said any rotation will put the building
askew to everything else . He stated the Courthouse will be
taller , wider , and longer than anything else which has ever been
on this constrained site .
Mrs . Ketchel stated she does not want to delay the project and
does not want to add another story but she feels the Board needs
to satisfy community leaders . She also advised that she does
not want to spend another $100 , 000 or $200 , 000 .
Mr . Autrey stated three public meetings were held , presentations
were made to those in attendance and their input was taken . He
told the Board it is almost impossible to make everyone happy .
Mr . Autrey stated the preferred alignment is the most efficient
use of this parcel and the building .
Discussion continued regarding views approaching the building ,
decline of downtown businesses , the oak tree and potential
protests to protect it , delays and additional costs .
With regard to a question about degrees of rotation of the
building , Mr . Alsop stated whether it is a slight rotation or a
large one , it will take the same amount of time to redraw the
plans and locate utilities . He said a five degree turn will
throw the building askew from everything else . Mr . Alsop
repeated the best orientation is parallel to Main Street . He
said the columns are huge and the porch is curved ,
