Our bridge has 4 lanes, and Hwy 98 has 4 lanes on the East and West side of the bridge so the bridge is obviously NOT the problem. I would also like to discuss our building heights along the sound and the need to have that changed for the sake of both the citizens of Fort WaIon Beach .and the military. This last issue is probably just a MPB item but I think that coUncil should be aware of the concerns that the military have. One question... exadly what aU: is being.tabled untI1 Feb. meeting and what is so important that it is taking up our full agenda in January?Just curious to know what f am in for after Christmas. t must get to bed. That is aU I have for now. City of Fort Walton Beach Community Development Services Department MEMORANDUM Date: January 11, 2005 To: Mayor Glover & City Council Members From: Missy McKim, CDS Directo~ Subject: Vision Stewardship Committee recommendations for the January 22, 2005 City Council Strategic Planning Workshop Vision: Our Vision for the City of Fort Walton Beach is based upon preserving the great and unique qualities of our City and building on them to create a well- balanced community for ourselves, and our children in the future. Our collective Vision Statement is to be the overriding guideline for decision making by our community leaders... now and for the years to come. We challenge our community leaders to strive to attain the quality of life and community character that this Vision Statement embodies. The Vision Plan Stewardship Committee: The membership of the City of Fort Walton Beach Vision Plan Stewardship Committee consists of representatives from: the Board of County Commissioners; the FWB Chamber of Commerce; Community Redevelopment Board; Historic Sites and Structures Advisory Board; Municipal Planning Board, Beautification Committee, Economic Development Council, and Citizens. Substantiation Focus on the Future - Vision Plan for the City of Fort Walton Beach land Use Goal: Enhance the visual quality of the physical environment in the City and ensure that the regulatory framework for land use planning is clear, easy to use and reinforces the Vision Plan Goals & Objectives. Objective 3 - Enhance the visual quality of the built environment - both public and private development projects. Objective 4 - Beautify Arterial and major collector roadways throughout the city. Objective 6 - Protect and enhance buildings and structures which are of historic or architectural significance. Strategy LU. 3 Consider an amendment to the Land Development Code to include design standards and architectural guidelines in the Community Redevelopment Area for new construction and for upgrading facades and right-of way in a manner that complements the character of the surrounding district. Develop and distribute a manual on site planning and landscaping tips ( including xeriscaping concepts) for homeowners and commercial businesses. Distribute the Neighborhood and Commercial Property Improvement Guides on an annual basis to recipients including neighborhood groups, the chamber of commerce, Emerald Coast Association of Realtors, etc. Neighborhood Statement: To build upon existing neighborhood assets to create safe, stable, beautiful neighborhoods that are the pride of all City residents. Objective 1- Expand the neighborhood planning process. Government Relations Statement: To create a council system that encourages public participation and is responsible to the citizens' vision for the City. Objective 2- Promote coordination between City, County, and regional agencies on land use, transportation, and economic issues facing the City. Objective 4 - Develop an effective strategy for working with the business community on issues addressed in the vision plan. Strategy GR. 5 - Develop a survey for contractors and property owners when they receive a building permit in order to ensure that the building permitting process is user friendly. Example: Businesses are constructing architectural storefronts and facades that are within building code guidelines but not congruent with the neighborhood " plan of action" in which they reside, or they obscure neighboring business enhancements. Results of the addressed example are considered to be of significant importance to the betterment of our city. Desired Outcome: The City would provide enforcement of architectural standards to business developers and builders to assure compliance with the neighborhood " plan of action". This may require the use of an Architectural Review Committee.
