CRA Board
At their January 5, 2005 CRA meeting, the CRA Board of Commissioners discussed
goals that they would like to see the City address during the 2005 calendar year,
focusing on the CRA geographic area. These goals were submitted by Board members
prior to the meeting and the CRA Board prioritized them at the meeting. Five ( 5) CRA
Board members were present at the meeting: Joyce Gillie Gossom, Chair; Chris
Gibson; Jason DesHotels; Millie Thrush; and Bill Garvie.
The following lists the goals in priority order approved by unanimous consensus of the
Board:
1. Complete the CRA/Urban Master Plan Update
2. Address the issue of the Emerald Coast Bridge Authority study.
3. Identify need for downtown parking lot( s) and/ or garage( s) and earmark funding
in the CRA Budget for purchase of land and costs of construction to meet the
identified need.
4. Purchase the privately-owned portion of the Tringas City Parking Lot prior to the
budget year 2008/ 09
5. Develop a CIP project account for Underground Utilities, similar to the ongoing
street pavement, drainage, and sidewalk funds ( where money is set aside, then
each year specific locations are identified for the facilities).
6. Develop a plan for location of pedestrian crosswalks throughout the CRA and
coordinate with FDOT and City Public Works Department to install these
facilities.
7. Develop plans for landscaped medians on the following roadways in priority
order: ( 1) Eglin Parkway; ( 2) Beal Parkway; and ( 3) Hollywood Boulevard.
8. Coordinate with FDOT to develop plans to improve the following intersections
re- radius, etc.): ( 1) Perry Avenue SE at Miracle Strip Parkway SE; and ( 2) Perry
Avenue SE at First Street SE to allow for more effective turning movements.
9. Develop an aggressive marketing effort, including incentives and partnership
opportunities, to attract college and university branch campuses downtown.
10. Stripe bicycle lanes on all roadways that are of sufficient width and design a
bicycle map ( other parts of the City could be included as well as CRA).

Golf Club Advisory Committee
Staff received no response from this Committee.
Historic Sites & Structures Board
At the November 16, 2004 Historic Sites and Structures Advisory Board meeting, the
members discussed 14 items which they had separately submitted as priorities prior to
the meeting. The board members determined the following as their top three priorities:
1. Examine the ordinance that defines the Board' s purpose and broaden it to
include working on grant applications and such.
2. Determine the policy to put an ordinance in place which allows those working on
historic sites to know what is required of them.
3. Update the inventory of historic properties in the City.
Municipal Planning Board
The Municipal Planning Board was due to meet on January 6, 2005, but the meeting
was cancelled due to a lack of a quorum. The following is a list of the issues that were
submitted by the members, however, they have not had an opportunity to prioritize
these items:
1. Bring the City Code Book up- to- date. If necessary bring in outside support.
2. Work towards having the Vision Plan incorporated into the Comprehensive Plan.
3. Establish a time schedule for the commencement of an underground utility
program.
4. Establish a time schedule to begin and finish the boardwalk in the Sea Breeze
and East Miracle Strip neighborhood areas [ between Brooks Bridge and Elisa
Liza) Jackson Park].
5. Get the Comprehensive Plan ready for City Council to review and approve in
2008.
6. Advise and support the City Council on ordinances, rules and regulations that will
apply to the CRA and develop the City as a unified whole.
7. Establish architectural guidelines for all areas of the City.
8. Work on parking needs through out the City.
9. Review the zoning in MUW12, MUW18 and MUW24.
10. Look at the possibility of height restrictions in the City.
11. Adopt a marine sanitation system ordinance.
12. Review the City Tree Code to protect native trees.
13. Develop a theme for the city to build on.
14. Live with the organizational chart as designed or change it.
15. All boards need to cooperate and work towards city vision and comprehensive
plan.
3
16. City Council can only be as effective as we are in conjunction with City Offices.
17. Are all Boards and City Council working effectively with the Military - including
Coast Guard?
18. Is City Zoning up to date with State Laws?
19. Does city need more staff to ( do) everything that is asked of them?
20. Council should be aware of the concerns that the military have.
21. What are Boards and City Council stand towards " The Bridge"?
22. Do we want one?( Bridge)
23. Is a Bridge needed?
24. If so, how does a toll bridge help " the local citizenry"?
25. Traffic concerns and what we can do as a city to come up with a solution that
may help us avoid an unwanted new bridge. Our bridge has 4 lanes, and Hwy 98
has 4 lanes on the East and West side of the bridge so the bridge is obviously
NOT the problem.
26. Building heights along the Sound and the need to have that changed for the sake
of both the citizens of Fort Walton Beach and the military.
Vision Stewardship Committee
At their meeting on January 10, 2005, the Committee developed the following memo for
consideration:
The City would provide enforcement of architectural standards to business developers
and builders to assure compliance with the neighborhood " plan of action". This may
require the use of an Architectural Review Committee.
Water' s Edge Ad Hoc Committee
This committee had made recommendations as part of their Master Plan: The following
is the section entitled " Recommendations":
The Water' s Edge Ad Hoc Committee recommends that the City Council:
1. Pursue the Coastal Partnership Initiative Grant.
2. Pursue the Clean Marina Program.
3. Establish mooring fields along Santa Rosa Sound.
4. Educate City residents on wetland protection and storm water run off.
5. Provide pump out stations.
6. Require marinas to have hurricane preparedness plans.
7. Restore the docks/ piers at Fort Walton Landing.
8. Pursue the development of a public marina at Fort Walton Landing.
