two new townhomes being built at 15 A& B Bobolink Street BACKGROUND: Attached is a letter from Nitsi Bennett, Executive Director, requesting the waiver of permit fees for two new townhomes. The savings of the fees will be used for costs of items that Habitat is not able to secure funding for or cannot be donated as " in- kind". The building permit application has not been submitted, however, it is estimated that the fees will remain approximately the same as other similar fees City Council has approved waiving in the past. For 15 A& B Bobolink the Water Tap fee was $ 1, 000. 00, the Sewer Tap fee was $ 1, 200.00 and the building permit fees was $ 397.25 Habitat is aware that the impact fees for water and sewer of approximately $ 3, 014.00 cannot be waived. ANALYSIS: The estimated fees requested to be waived are: The Water Tap fee is $ 1, 000. 00, the Sewer Tap fee is $ 1, 200. 00 and the Building Permit fees is $ 397.25. totaling $ 2. 597.25. RECOMMENDATIONS: Staff recommends consideration of Habitat's request to waive the Water Tap fee, Sewer Tap fee and Building Permit fee for 15 A& B Bobolink Street not to exceed $ 3, 000. 00. We are on the planning stages for the construction of two town homes on Burgess Way Subdivision located on Bobolink Street. James Matttem with Kendrick, David Dowling Architects is doing the submission plans as a courtesy to Habitat. We have received funding from the First Methodist Church of Shalimar and an anonymous donor. The SHIP program has also offered to help with the funding. I am respectfully requesting that Habitat for Humanity be, once again, allowed to waive the construction fees with the understanding that we will pay the impact fees. This land was bought for Habitat for Humanity from CDBG funding and will be the last parcels that we will be building onJin this area. We have not been able to fmd land and thus must now mo.Je to Crestview where we still have some lots that were donated to us. We will continue to look for land since the need for affordable housing in Fort Walton Beach is so great. Please express our sincere appreciation to Council for their support of Habitat for Humanity.... we have such a great partnership. We will be dedicating the home on Kiwi Place on the 26th of January. This is the Military Build and Beach Community Bank house. It will take place at 10: 30 am. The Coffman family was the ones who lost everything to Ivan and even lost their FEMA trailer, so it will be a very emotional moment for them to know that they now have a roof over their heads. Please, place our request on the next City Council meeting. Thank you. Since the Cooperative has been in existence, member libraries have historically closed for one full day per year to allow this valuable training to take place. As the Cooperative approaches its tenth anniversary, it is gratifying to note that OCPLC has enjoyed another productive year. We truly are a Cooperative that successfully works in partnership to improve library service to the citizens of Okaloosa County. One of the reasons this joint endeavor has been able to move steadily forward is the annual staff training day presented jointly by the Cooperative office and member libraries. As libraries continue to grow and change on a daily basis, ongoing training helps staff adjust to those changes, which improves both service and morale. Although this training necessitates closing the libraries for a day, directors and staff agree that it has proven valuable in uniting staff and addressing concerns common to all the libraries in the Cooperative. The ability to exchange ideas face- to-face definitely contributes to the overall improvement of service at member libraries. The training this year will focus on ways to effectively serve our young adult patrons. Each year two libraries partner with the Cooperative to present Staff Development Day. Last time, the Destin Library and Mary Esther Public Library presented Treating Ourselves And Our Patrons With Care. This year, the Fort Walton Beach Library and Robert L.F. Sikes ( Crestview) Library have graciously volunteered to act as our emcees. Training will occur at the Crestview Library on Monday, March 5, 2007 from 9: 00 a. m. until 4: 00 p. m. Members of the Library Cooperative Governing Board and elected officials from member cities are also invited and welcome to attend. If you have any questions, or if I can be of further assistance, please feel free to contact me by phone or email. cc: Patricia Gould, Library Director Dr. Wayne Pullen, OCPLC Governing Board Representative Cft:J{3 MEMORANDUM DATE: January 9, 2007 TO: Joyce Shanahan, City Manager FROM: Allen Lassiter, Service Operations Manager THROUGH: Thomas Murray, Public Works Director SUBJECT: RFP # 07- 107, LED Color Display Sign with Identification Cabinet City Hall Marquee Sign) SUMMARY Pursuant to City of F ort Walton Beach Code of Ordinances, Volume II, Chapter 4, Section 4. 01, paragraph 4. 01.025 and the Purchasing Policies and Procedures, request authorization to award RFP # 07- 107, LED Color Display Sign with Identification Cabinet, to the low, responsive, responsible bidder meeting specifications, Innovative Signs of Sarasota, Florida, for the amount of $31, 020. 75, which was the second lowest bid, overall.
