through a study. Mr. Bobo expressed his feeling that $ 83, 000 will not begin to touch what will have to be done to underground the utilities, which is why he excluded it in his motion. He feels that when and if the City decides to move forward with the undergrounding of utilities, Gulf Power will provide the engineers and do what they need to do to assist the City with the project. The Chairman clarified that Staff was clear when advising the study would be less than, but almost, the $ 83, 000 being requested. She further clarified the request is for Council to consider using the funding for the study only if they decide not to move forward with the Brooks Bridge Parking Lot project. The Chairman called for the vote on the motion to recommend to City Council the use of CRA funds in the amount of $83, 000 from the Brooks Bridge Parking Lot Capital Improvement Plan, to hire a professional firm to develop the design and construction plans for the Main Street Streetscape project, excluding the undergrounding of utilities, but to include the following: 1) replacing the existing street lights with decorative lights compatible with the lights on Brooks Street; 2) replacing the Bradford pears with Sabal Palms; 3) providing lighting and irrigation to the palms; 4) decorative sidewalks between the palms; 5) street furniture; 6) landscaping around the palms and it failed by a vote of 2 to 5 with Bobo and Covey in favor and Garvie, Gossom, Kennedy, Kieszek, and Thrush opposed.
