Payment in Lieu of Taxes ( PILOT) be forgiven and that the PILOT fees be waived indefinitely. Ms. Sansbury

Housing Authority, and the PILOT payments are the only revenues received to provide police and rue services.

Consideration of methodology for selection process
The Interim City Manager explained to Co . the methodology of the selection phase that Staff suggests. The key
points for City Council consideration . de the reviewing of applications, which will be submitted on Friday of
each week, preparing a summary of lifications matrix for Council review, and separating applications by those
that meet minimum qualificatio and those that do not meet minimum qualifications. The next step is the
development of a short list of andidates, whereby each Council member select 10 applicants as their recommended
finalists. This list woul e submitted to the City Clerk, and those candidates named most frequently would
comprise the list of fi ve finalists, or whatever number of finalists Council may determine. Third, a background
investigation of the I candidates is needed, and Staff suggests the hiring of a consultant who is knowledgeable
regarding verific on of education and employment, credit checks" and criminal history. The fourth step is the
actual intervie with the finalists, and includes informing each fmalist of the date and time of the interview, mailing
package i tion on City information, the reimbursement for reasonable travel, lodging and meal expenses for
candidat and spouse. Included in the interview process are post- interview activities, which include a tour of City
fadli . s and a connnunity reception for interested citizens to meet the candidates. Finally, the process of ranking
the malists, and it is suggested the City Council initiate a written ballot method. Following this step, contract
gotiations would commence with the number one ranked finalist.

City of Fort Walton Beach
MEMORANDUM
TO: Honorable Mayor and City Council
FROM: Joyce Shanahan, City Manager
SUBJECT: Okaloosa County Judicial Center Annex
DATE: January 18, 2007
BACKGROUND:
City Council, at meetings on 11 April 2006, 13 July 2006, 26 September 2006 and 9
October 2006, directed the Manager to discuss with the County Administrator the
possibility of locating the Judicial Center Annex Expansion ( JCAE) on a portion of the
1958 Lewis Turner property.
On 11 April 2006, Council directed the Manager to continue preliminary negotiations
with County representatives to determine their interest in locating the JCAE on the
property located at 1958 Lewis Turner Blvd.
On 13 July 2006, the City Council convened a special meeting to discuss the site of the
Okaloosa County Judicial Center and possible options to have the Judicial Center
Complex located on City property. The City Council voted unanimously to direct the
City Manager to approach the County to determine their interest in locating the JCAE
on the City' s property. The City Manager and County Administrator, on subsequent
occasions, have met several times to discuss the extent of the County' s interest in
locating the JCAE on City property. The main issues of the conversations were site
suitability and cost. Site suitability was based upon information from the County' s
architect HLM after their preliminary review of the site options. Consistent with
information available in the BOCC Workshop " Judicial Center Site Options"
documentation of July 6, 2006, the City' s 42- acre site could support the JCAE.
On 20 September 2006, the County received the site analysis and estimated
remediation costs for the OWC site. Based upon information presented to the County
Commissioners at their Workshop Session on September 21, 2006, it will likely cost
about $ 2. 0 million in site work for the OWC property.
At their 21 September 2006 workshop, the County Commission expressed modest
continued interest in the FWB property and asked that the City come forward with an
offer and site location at their earliest convenience.
At their 26 September 2006meeting, City Council directed the City Manager to
schedule a joint meeting County Commissioners to further
with Okaloosa Board of
explore their interest in locating the Judicial Center Annex Expansion ( JCAE) on the
1958 Lewis Turner Blvd. site.
On 9 October 2006, the City Council held a joint meeting with the Okaloosa County
Board of Commissioners to discuss their interest in locating the JCAE at the 1958
Lewis Turner Blvd. property. Council directed staff to work with County staff on
alternative locations of JCAE on this property.
W/ S
On 28 November 2006, the City Council voted to accept schematic Plan D- 3 dated 02
November 2006 ( labeled B- 1 by the architect) as a possible location for the Judicial
Center Annex Expansion and authorized the manager and other charter officers to
proceed with preliminary negotiations.
Subsequent to the 28 November 2006 meeting the City requested two appraisals of
the property located at 1958 Lewis Turner Blvd. to determine the Fair Market Value for
sale or lease of that property. Thus far, one valuation from Appraisal Source has been
received and one is outstanding.
DISCUSSION:
On 16 January 2007, the City Manager, County Administrator, attorneys for the City
and County and County Commission Chairman Amunds met to discuss terms for the
sale or lease of the property at 1958 Lewis Turner Blvd. for the location of the Judicial
Center Annex Expansion. The County expressed a strong desire to purchase the
property rather than lease. The County indicated that they need approximately 16. 3
acres to locate the judicial center, parking and storm water management retention
ponds.
The City purchased the entire 42 acre parcel in October of 2005 for approximately $ 4
million. A recent valuation from Appraisal Source has valued the same parcel at
highest and best use totaling $ 14. 86 million, if it were utilized for residential
development.
City and County staff explored various pricing issues and other conditions for transfer
of the property and reached a consensus, from a staff perspective only, on the
following terms:
1. Transfer of interest in 16. 3 acres of the 1958 Lewis Turner
Property ( as indicated in attachment A) to the County for the
purpose of construction of a Judicial Center Annex Expansion for
a cost of $ 2, 000, 000. Subject to a clause that should the county
not construct a judicial center on this site within X years, the City
has the right to repurchase the property at the original price at
which it was transferred to the County.
2. County would be responsible for constructing or reconstructing
the access road from the front to the rear of the property.
3. County would be responsible for any traffic improvements
necessary on Lewis Turner Blvd. relating to this development,
e. traffic
i. light at the existing intersection, or construction of
turn lanes.
4. City and County will develop an interlocal agreement for shared
use of the Judicial Center Parking lot for the City' s recreation
needs and the needs of the Northwest Florida Fair Association.
5. The County would provide space, approximately 20ft x 40ft or
