INTRODUCTION 40 41 The purpose of this Element is to establish a multi -modal transportation plan for the City of 42 Fort Walton Beach. The focus of the plan is to implement components of the TCEA 43 Transportation Concurrency Exception Area) and to identify key, bikeway, pedestrian FWB 2010 -2020 Comprehensive Plan I The Transportation Element Atty Rev 9/ 17/ 2009 1 EAR Based Amendment 44 way, mass transit, and road improvements needed within the City of Fort Walton Beach 45 and consider funding mechanisms for implementation. Under the requirements of 46 163 3180, F S the City is considered a Dense Urban Land Area, and as such, the entire 47 City is designated as a TCEA (Transportation Concurrency Exception Area). 48 49 Traditionally, transportation concurrency meant that a development would provide for 50 increased LOS for motorized traffic. It is impossible, however, to manage future growth 51 and traffic problems by this method alone. Transportation within the City of Fort Walton 52 Beach takes many forms including walking biking, mass transit, and multiple occupancy 53 motorized travel. Within the boundaries of a TCEA, development or redevelopment ( all 54 phases) will be required to meet development standards based on the development' s trip 55 generation and proportional impact on roadway facilities instead of LOS Standards. 56 Developments will mitigate the effects of increased average daily trips by meeting certain 57 mitigation performance criteria. 58 59 Because the City is within a designated Metropolitan Planning Organization ( MPO) area, 60 the Transportation Element is coordinated with the Long Range Transportation Plan 61 LRTP of the Fort Walton Beach MPO. 62 63 It is intended that the goals, objectives, and policies, the Future Transportation Map, and 64 the EcoWay Map series included within this Element will guide the development of future 65 City of Fort Walton Beach transportation systems and facilities. 66 67 2.
