STATEMENT OF ISSUE: Approval of a request from Scott Allen owner of Emerald Coast
Volleyball Club to obtain a Qualified Beach Vendor Certificate (QBVC)to conduct volleyball
scheduled practices/games at John Beasley Park in Okaloosa County.
BACKGROUND and ANALYSIS: Scott Allen, owner of Emerald Coast Volleyball Club, has
met the requirements specified in Ordinance No. 13-07, County Recreation Areas, Section 8:
Commercial Activity on Public Lands, to obtain a Qualified Beach Vendor Certificate. Granting
this request will permit said business to conduct scheduled volleyball practices and games on the
public beaches at John Beasley Park in accordance with any exceptions, restrictions, or
provisions the Board may impose. This is a renewal application.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Request Board approval of the Qualified Beach Vendor Certificate
0043 for the calendar year of 2014 (14QBVC0043) to Scott Allen owner of Emerald Coast
Volleyball Club.
