Pursuant to Contract C15-2286-GM. BACKGROUND & ANALYSIS: In 2007, Okaloosa County took delivery of two trolleys to provide fixed route service along the tourism corridor routes. According to the Federal Transit Administration's rules, this type of vehicle is expected to have a service life of 12 years and 500,000 miles. However, due to the conditions (primarily moist, salt air environment) in which they operate, these vehicles have experienced significant degradation and have been pulled from service pending repair. Among the more significant issues include corrosion and rust, particularly in the undercarriage and exterior; roof leaks; and interior moisture and mold. Because the vehicles have not reached their expected service life, the County had to choose between rehabilitating or disposing of them, the latter of which would mean returning to the FTA an amount in excess of $200,000 which could not be paid with transit grant funds. As grant funds were available for the refurbishment, the BCC authorized staff to pursue this option in February 2015. On March 5, 2015, Okaloosa County entered into an agreement with Specialty Vehicles Southeast, Inc. (FleetCo) for the refurbishment of the two trolleys. The work on the trolleys is complete and has been done exceptionally well as illustrated by the attached photos. Staff requests approval of the final payment in the amount of the final invoice for the refurbishment in the amount of $97,921.80. No County funds were used in this refurbishment project. OPTIONS: Approve/Deny the contract payment to Specialty Vehicles, Inc. (FleetCo) in the amount of $97,921.80 for Contract C15-2286-GM. RECOMMENDATION: Staff recommends approval of the contract payment to Specialty Vehicles, Inc. (FleetCo) in the amount of $97,921.80 for Contract C15-2286-GM.
