BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 15, 2014 TO: Honorable Chairman and Members of the Board FROM: Gary Stanford, Finance Director SUBJECT: Federally Funded Public Assistance Agreement STATEMENT OF ISSUE: Request Board approval of the Federally Funded Public Assistance Agreement for the Severe Storms, Tornadoes, Straight-Line Winds, and Flooding. BACKGROUND: On May 6, 2014 President Obama declared a major disaster for the State of Florida, allocating funds as amended for Federal public assistance to help in the recovery from the severe weather and flooding that occurred April 29 - April 30, 2014. On May 22, 2014 we completed an application, Request for Public Assistance (RPA), for Okaloosa County; the application has been approved. Federal funding/cost sharing under the agreement shall generally be seventy-five (75) percent of eligible costs for the repair and restoration of public facilities, infrastructure, or services which have been damaged or destroyed; unless a higher percentage is approved. A supplemental funding agreement will be required prior to payment of any funds under the Public Assistance Alternative Procedures provisions of the Sandy Recovery Improvement Act. An election was made to participate in the alternative procedure for debris removal. OPTIONS: Approve or Disapprove RECOMMENDATION: The Board approves the RPA, the Alternative Procedure for Debris Removal, the funding subgrant agreement and authorizes the Chairman to sign the subgrant agreement and all future subgrant and supplemental subgrant documents during the term of the subgrant. The Board authorizes the use of the FloridaPa.org system to apply for and manage the Federal funds under FEMA’s Public Assistance Program and approval of electronic submission and delegation of electronic signature authority to the office of Contracts & Grants.
