ADJOURNMENT: 8: 57 pun C, tyCouncll ofFo, f IVahon Bench Page II 111. 1 City Council of Fort Walton Beach ENGINEERING & UTILITY SERVICES 0 MEMORANDUM To: Michael D. Beedie, City Manager From: Tim Bolduc, Engineering and Utilities Services Director Date: February 26, 2013 Subject: 2013 -07 Brownfields Designation for 203 Bayou Woods Drive NW L1. On February 12, 2013, City Council approved utilizing a no -match grant from the U. S. EPA and West Florida Regional Planning Council ( WFRPC) to perform a Phase II Environmental Site Assessment for City -owned property located at 203 Bayou Woods Drive NW in Fort Walton Beach. 1. 2. As a condition of accepting the grant, the property must be officially designated as a Brownfields area in accordance with Section 376. 80 of the Florida Statutes. 2. DISCUSSION: 2. 1. In determining the area to be designated, the City must consider the following: 2. 1. 1. Whether the Brownfields area warrants economic development and has a reasonable potential for such activities; 2. 1. 2. Whether the proposed area to be designated represents a reasonable focused approach and is not overly large in geographic coverage; 2. 1. 3. Whether the area has potential to interest the private sector in participating in rehabilitation; 2. 1. 4. Whether the area contains sites or parts of sites suitable for limited recreational open space, cultural, or historical preservation purposes. 2. 2. Staff has evaluated each of the conditions and determined that the site meets the criteria. The area is large enough to be redeveloped by the private sector into a low density single -family residential subdivision, but small enough to maintain a focused vision for the property. It has reasonable potential for economic development activities given that it is currently vacant and has room enough to develop a small park or area for open space in conjunction with single -family residential development. 2. 3. Once the property is designated, the City will enter into a Brownfield Site Rehabilitation Agreement ( BSRA) with the Florida Department of Environmental Protection. The approved remedial action plan will be prepared and implemented with the goal of ultimately redeveloping the property for its best use. 3. FINANCIAL INFORMATION: DOC ID, 2203 Page 1 F-10-1 RESOLUTION ( ID # 2203) 3. 1. The costs associated with this resolution include the costs for advertising the two public hearings, which was approximately $ 480. 3. 2. Additional costs resulting from the Brownlelds designation are unknown at this time, but could include costs for completing environmental remediation of the property. 4. 4. 1. Staff respectfully recommends City Council approval of Resolution 2013 -07 to designate the City-owned property at 203 Bayou Woods Drive NW as a BrownSelds area for the purposes of environmental site rehabilitation and economic redevelopment.
