the Chairman
to sign the proposal/contract offer documents on behalf of
Okaloosa County Water & Sewer (OCWS). He termed this the most
complicated process he has ever been involved in. In June 2011
the Board gave OCWS authorization to pursue this project whereby
OCWS would serve as the system owner and would assemble a team
composed of a contract operations company and a program
manager/engineering firm to operate it. At the September 6,
2011 meeting the Board approved the selection of Environmental
Services Group for contract operations and the Constantine Group
for program management/engineering.
Mr. Littrell described the immensity of the project. He advised
OCWS will submit three proposals: Potable water distribution;
Wastewater collection; and Combination potable water
distribution and wastewater collection.
Mr. Amunds clarified this request is only for permission to
submit the proposals. Mr. Boyles made motion, seconded by Mr.
Windes, to authorize submission of the proposals. 4 yeas. (Mr.
Harris was not present.)
AIRPORTS – BOB SIKES AIRPORT TAXIWAY A PROJECT CLOSEOUT
Mr. Greg Donovan, Airports Director, requested approval of the
following items to close out the Bob Sikes Airport Taxiway A
Project:
• Change Order No. 5 (final) deleting $27,622.22 and adding
97 days to the contract
• Release retainage and approve final payment to Anderson
Columbia Company in the amount of $1,127,296.26
Mr. Tracy Stage, Deputy Director, presented slides of the
project. He pointed out the project began four years ago with
milling-to-overlay of the existing 50-foot wide taxiway. The
project was expanded and included widening the taxiway to 75
feet to accommodate its use by existing and future tenants with
aircraft such as C-130s, B-757s, and DC-10s. The project also
included a complete stormwater retrofit.

Mr. Kevin Wall, Anderson Columbia Company, stated the company
bid the project in 2010 and Mr. Stage was instrumental in
securing funding to go into the project. He said they began in
January 2011 on a $10 Million job, pointing out the job affected
250 employees. Mr. Wall said he appreciates Mr. Stage and
Okaloosa County.
Mr. Windes made motion, seconded by Mr. Parisot, to approve the
final change order and final payment to Anderson Columbia
Company on the Bob Sikes Airport Taxiway A Project. 4 yeas.
(Mr. Harris was not present.)
Upon inquiry by Mr. Parisot, Mr. Donovan stated they were
unsuccessful in securing a TIGER grant to construct the new
entrance road to Bob Sikes Airport.

IMPROVEMENTS AT BOB SIKES AIRPORT – PULLED FROM CONSIDERATION
Mr. Donovan requested this agenda item be pulled, noting it is
related to Consent Agenda Item #10 which was pulled earlier in
the meeting.
PUBLIC WORKS – TASK ORDER NO. 46 WITH SCS ENGINEERS, BAKER
LANDFILL
Mr. John Hofstad, Public Works Director, presented for
consideration Task Order No. 46 with SCS Engineers for the 2013
Semi-annual compliance and remedial action plan modification
sampling and reporting for the Baker Landfill. The not-to-
exceed cost is $102,200. Mr. Boyles made motion, seconded by
Mr. Parisot, to approve the task order. 4 yeas. (Mr. Harris was
not present.)
PUBLIC WORKS – SPECIAL EVENT PERMIT REQUEST FROM DESTIN 50 BEACH
ULTRA, INC.
Mr. Hofstad stated Destin 50 Beach Ultra, Inc. has requested
permission to use county beach area for a beach run from Tops’l
Resort to the Destin Pass and back. The event is scheduled for
February 17. The applicant is also requesting the permit fee be
waived. Upon inquiry by Mr. Amunds, Mr. Hofstad stated the fee
for the permits produces very little revenue. Mr. Amunds
suggested consideration be given to eliminating the fee ($100).
Mr. Hofstad noted that the Board has denied waiver requests in

the past. Mr. Windes made motion, seconded by Mr. Parisot, to
grant the special event permit and to waive the permit fee.

TOURIST DEVELOPMENT – RECOMMENDATION TO AWARD BID AND EXECUTE
SUBSEQUENT CONTRACT FOR DUNE PLANTING AND SAND FENCING FOR
OKALOOSA ISLAND AND WEST DESTIN PROJECTS
Mr. Daniel O’Byrne, Tourist Development Director, requested the
Board award the bid and authorize the Chairman to execute the
subsequent contract for dune planting and sand fencing for the
Okaloosa Island and West Destin Beach Restoration Projects.
Bids were opened on January 24. Mr. O’Bryne recommended
awarding the bid to Aquatic Plants of Florida with a bid of
$403,300.29.
Mr. Amunds asked for an update about the private properties
within this project area. Mr. Jim Trifilio, Coastal Management
Coordinator, responded there are six properties which have deeds
extending to the Gulf of Mexico. He said staff is in the
process of getting temporary construction easements across those
properties and will not begin construction until the easements
are obtained. Mr. Amunds asked if there is problem with holding
up the project until those easements are obtained. Mr. Trifilio
replied in the affirmative, saying the contractor will not begin
growing the plants until the bid is awarded. Mr. Parisot made
motion, seconded by Mr. Windes, to award the bid and contract to
Aquatic Plants of Florida. 4 yeas. (Mr. Harris was not
present.)
TOURIST DEVELOPMENT – REMOVAL OF THREE ITEMS
Mr. O’Bryne requested the following items be removed from

NEW BUSINESS – RESOLUTION MEMORIALIZING RESTORE ACT ADVISORY
COMMITTEE
Mr. Amunds stated the request is to adopt a resolution regarding
the formation of the RESTORE Act Advisory Committee. He noted
that he has received a number of telephone calls from
individuals who want to participate. Mr. Amunds said he needs
some clarification. Using the education member category as an
example, he stated he thought the School Board and college
representatives would get together to decide who would be their
representative on the 9-member advisory committee. That
recommendation, like the other seat recommendations, would be
returned to the Board for ratification. Mr. Amunds said they
should decide among themselves and “the same with economic and
EDC.” He said that he may have misunderstood.
Mr. Windes commented that is sort of what he had in mind with
regard to the fishing/seafood industry representative.
Mr. Boyles recalled the discussion on two types of positions.
Some seats were designated for a specific entity to come back
with a recommendation and for Board consideration. On other
positions, the discussion was for the Board to solicit resumes
for Board selection. Individuals who submitted resumes could
seek support from groups to attach to their submissions. He
said the Board discussed having the nine advisory committee
positions in place prior to formation of subcommittees.
Mr. Curry reported the proposed resolution was drafted with
staff’s understanding two members from the Chambers of Commerce
and two members from the League of Cities were to be nominated
by those organizations and for the Economic Development
Corporation to nominate an individual. The remaining members
were to be by self-nomination.
Mr. Parisot said he has no problem with the education committee
nominating its members. He noted that K-12 is the largest
representative of education. Mr. Parisot stated he has no
problem with open applications for the seafood and fishing
industry member. He suggested Tourist Development Director
Daniel O’Byrne deal with applications for tourism. Mr. Parisot
said the toughest one will be the environmental category. He
added that he thinks everyone should fill out an application.
Mr. Amunds said he talked with Environmental Council through TDC
and asked them to send out emails to all environmental agencies

for input. He stated that he does not believe the resolution
will be approved today, noting the Board should make
clarifications in order for Mr. Dowd to amend the resolution.
Mr. Boyle agreed no decision should be made on the resolution
today and concurred with a final decision at the next meeting.
He recommended the advisory committee be broadened to a
membership of eleven seats. Mr. Boyles felt two citizen-at-
large positions should be added for individuals which do not fit
into one of the “boxes” previously identified.
Mr. Amunds recommended the two at-large citizen seats be by
application and all others be an individual from the committees.
Mr. Boyles advised that he is confused about the references to
committees and who they are. He said he understands the
Chambers of Commerce nominating from its membership but he is
confused about telling the School Board and multiple colleges to
make a selection. This would require formation of a defined
entity and require a public meeting. Mr. Amunds responded that
he does not think asking groups to come together is creating a
committee. Mr. Dowd said the School Board could invite the
colleges. Mr. Boyles felt that would present a problem with the
current structure.
Mr. Windes agreed with Mr. Boyles idea to expand the committee
to 11. He also expressed concern that when the Chambers and
League of Cities select a representative from the North County
and a representative from the South County, it is conceivable
that one of the cities would not have representation. Mr.
Boyles interjected he received information this morning that the
League of Cities has selected a Destin representative for South
County and a representative from Crestview for North County.
Discussion continued. It was the consensus of the Board that if
the League of Cities has indeed selected representatives from
Destin and Crestview to represent the cities, then the Chambers’
North County representative should come from the
Niceville/Valparaiso area and the South County representative
from Fort Walton Beach.
Mr. Parisot expressed concern about enlarging the committee and
having too many members. Mr. Windes responded that everyone is
not a member of a little clique in the county and may have a
perspective that is not tied to a profession or elitist. Mr.
Parisot said all the meetings will be public and open for public
comments. Mr. Boyles agreed with Mr. Windes, saying it is
important to provide an opportunity for all citizens otherwise

someone may try to squeeze into a box they are not qualified
for. He said we should have someone who is not heavily
engrained into any particular venue.
Mr. Amunds suggested each commissioner meet with a group to
gather input from them. He also recommended no action until Mr.
Harris has an opportunity to share his thoughts. Mr. Amunds
also felt if a person is associated with
