house. Mr. Stewart stated
once they know the difference between the original purchase
price and the final number from the Justice Department on the
sale of the home, Lewis Communications will be given thirty days
to pay the difference. He pointed out the firm will seek
additional expenditures from them as well. Mr. Stewart stated
if Lewis communications does not pay within the 30-day period
once notice is given, he will return to the Board and seek
authorization to file suit.
Mr. Stewart stated Vision Airlines did pay $117,659.98 on past
due passenger facility charges. However, Vision still owes
$39,171.30. He said Vision has defaulted on the lawsuit and
counsel will file a motion to get a money judgment, including
pre and post interest.

Mr. Amunds said he would like to go back to the discussion on
Aramark. He asked who has control over the joint activity fund
to which Mr. Stewart replied “the county does.” Mr. Amunds
expressed concern that Aramark could withdraw those funds. Mr.
Stewart explained the contract does not give Aramark authority
to take the funds and at the end of the contract term, those
funds will be transferred to a new vendor.
The next issue addressed by Mr. Stewart was the cooperative
marketing agreement with Pelican Point for the Destin Visitor
Center. He said counsel has been working with the group on a
resolution but those negotiations are not yet at a point he can
bring to the Board. Mr. Stewart did note discussions are going
well and he is hopeful for a positive resolution.
The Zimmerman Agency has filed suit against the county and Mr.
Stewart reported we have counter-sued. He said it is very early
in the case. With regard to the other marketing company, Lewis
Communications, Mr. Stewart said as soon as the Justice
Department provides additional information on the sale of the
Bellinger house, he will return to the Board for direction.
Upon inquiry by Mr. Boyles, Mr. Stewart answered that Vision
Airlines is still flying but he is not sure in what states.
TOURIST DEVELOPMENT - CONTRACT FOR ENDANGERED SPECIES TURTLE
SURVEY SERVICES
Mr. Stewart presented for consideration a contract for
endangered species turtle survey services with George Gray. Mr.
Gray has held the contract since 1996 and he is the only
individual authorized by the State of Florida to conduct these
services on Okaloosa County beaches. The proposed agreement
will increase the contract cost for services to $47,000 and is
for a period of three years with two one-year renewal options.
Mr. Stewart noted the contract sum is within the County
Administrator’s threshold to sign; however, there was some
confusion on whether or not this document was a renewal. As a
result, staff felt it appropriate to bring it to the Board for
approval.
Mr. Parisot stated he is disturbed the Florida Wildlife
Commission does not issue additional licenses which would allow
for competitive bidding for these services. Mr. Stewart
commented that he believes it would be appropriate to see if

there is a possibility of expanding the market. He expressed
his concern about sole source items, noting the turtle service
is a service we must have.
Mr. Parisot also referred to language in the proposed contract
which states work will begin as early as practicable, noting the
previous contract had a specific start time (5:30 a.m. or 6
a.m.). He said the beach cleaner cannot begin work until the
turtle survey is completed and the beach vendors cannot set up
until the beach cleaning is completed.
Mr. Stewart noted the signature page on the original document
was signed by Mr. Gray and had two witnesses and was approved as
to form by Mr. Dowd. A signature block was provided for Mr.
Padgett but because of the earlier issue it was brought before
the Board. A separate page has been provided for signature by
the Chairman with an attest by the Clerk.
Mr. Amunds asked Jim Trifilio, Coastal Management Coordinator,
to look at the issue of start times for the various entities as
identified by Mr. Parisot and return to the Board with an
update. Mr. Trifilio did not foresee a problem with
establishing the times but noted there would have to be some
flexibility if Mr. Gray found a nest which had to be relocated.
Mr. Windes made motion, seconded by Mr. Boyles, to approve the
Endangered Species Turtle Survey contract with George Gray as
outlined by Mr. Stewart. 5 yeas.
GROWTH MANAGEMENT - REQUEST TO ADVERTISE RFQ FOR SHIP PROGRAM
ADMINISTRATIVE SERVICES
Mr. Elliot Kampert, Growth Management Director, requested
authorization to advertise for Requests for Qualifications
(RFQs) for a program administrator for the State Housing
Initiatives Partnership (SHIP) Program. These services were
provided by the Community Development Corporation (CDC) in the
past. Mr. Kampert stated he believes it is appropriate to put
this out for bids. Mr. Parisot made motion, seconded by Mr.
Harris, to approve the recommendation of the department head. 5
yeas.
(NOTE: Mr. Kampert’s agenda request also recommended the
following individuals serve on a review committee: Elliot
Kampert, Growth Management Director; Beatrice Love-Moore,

FACILITIES MAINTENANCE - APPROVAL OF COMPLETE CONTRACT DOCUMENT
WITH LORD & SON FOR SHALIMAR ANNEX RENOVATION DESIGN-BUILD
PROJECT
Mr. Don Turner, Facilities Maintenance Director, stated in
October 2012 the Board approved a contract with Lord & Son for
Phase I the Shalimar Annex renovation project at a cost of
$166,597. He reported that all exhibits were not submitted to
the Clerk’s Office and payments to Lord & Son could not be
processed. Mr. Turner said he has compiled the original
contract and all exhibits for Board approval, noting that Mr.
Lord has initialed each page of the contract document. Mr.
Harris made motion, seconded by Mr. Boyles, to approve the
complete contract document with exhibits and to authorize the
Chairman to initial each page. 5 yeas.
PUBLIC SAFETY - AGREEMENT WITH FORT WALTON BEACH MEDICAL CENTER
TO PROVIDE BAKER ACT SCREENING AND CRISIS STABILIZATION UNIT
SERVICES
Mr. Dino Villani, Public Safety Director, stated when the
Bridgeway Center ceased to provide services, he contacted Mr.
Dowd for information on what services the county is required to
provide. It was determine the county must provide Baker Act and
crisis stabilization services. Mr. Villani reported that Fort
Walton Beach Medical Center stepped up and began providing the
services. He stated Okaloosa County is obligated to fund a
portion of those costs. Mr. Villani stated the contract before
the Board is similar to the one with Bridgeway but does not have
the “wrap around services” which Bridgeway provided. The cost
of the contract before the Board is for $197,115. Upon inquiry
by Mr. Harris, Mr. Villani answered the $197,115 is the county’s
25% match to what the State pays (75%).
Mr. Windes announced that Bridgeway contacted him and they still
want to participate in out-patient services. He asked if the
Board will consider what Bridgeway has to offer before
finalizing this agreement with Fort Walton Beach Medical Center.
Mr. Villani pointed out the services Bridgeway wants to offer
are the “wrap around services” and the Board has no requirement
to fund them. He clarified that if the Board wants to approve
additional services which are not required, it should advertise

for RFPs. Mr. Villani noted that right now the county will be
saving $245,000 by not funding those optional services.
Upon inquiry by Mr. Amunds, Mr. Stanford said the funds come out
of the General Fund under a separate department identified as
“Mental Health.” Mr. Amunds stated if there is support for
advertising an RFP for additional services, Mr. Windes could
work with Mr. Villani. Mr. Windes said he would like to
entertain that idea. Mr. Villani asked if the commissioners
want to direct staff to develop a RFP. Mr. Amunds replied that
he is not sure what outside services could be provided,
suggesting research be done and then staff could “walk the
halls” with the results.
Mr. Harris asked why the Board should entertain providing these
services which are not required. Mr. Parisot said he is of the
same mind and said perhaps the optional services should be
discussed during the budget workshops. Mr. Villani again
pointed out the Board is saving $245,000 by not offering these
elective services. Mr. Windes stated he will get back with
Management to discuss this item.
Mr. Parisot made motion, seconded by Mr. Harris, to approve the
contract with Fort Walton Beach Medical Center for Baker Act
Screening and Crisis Stabilization Unit Services. 5 yeas.
AIRPORTS - AGREEMENT WITH SOUTHERN AIRWAYS CORPORATION, DESTIN
ATRPORT
Mr, Dino Villani, Interim Airports Director, stated Mr. Keith
Sisson, Chief Operating Officer for Southern Airways Express,
would like to address the Board. Mr. Sisson introduced the
Captains and Marketing Director for Southern Airways Express.
He stated the company is looking forward to providing services
at the Destin Airport and asked for approval of a sublease from
Miracle Strip Aviation. They would like to initiate scheduled
airline services between the Destin Airport and Birmingham,
Memphis, Oxford, and New Orleans. Mr. Sisson advised approval
has been received from FDOT and FAA. Southern Airways
Corporation will use a 9-seat Cessna 208 Caravan. Service would
be from now until Labor Day week, saying frequency would back
off after that timeframe. He stated many people in the local
area like having this private plane experience as an option.
Fares will be $129 to $249 per seat.

Upon inquiry by Mr. Parisot, Mr. Sisson stated the plan is for
scheduled routes at present rather than charters. He is hopeful
they can add a route from Destin to Key West in the future.
Mr. Villani stated the department requests approval of this
agreement with Southern Airways Corporation. Mr. Harris made
motion, seconded by Mr. Parisot, to approve and to authorize the
Chairman to execute same. Mr. Parisot stipulated the county be
added as additional insured. Mr. Sisson replied that amendment
has already been made. 5 yeas.
AIRPORTS - ASSIGNMENT OF LEASE NAME CHANGE, MIRACLE STRIP
AVIATION TO REGAL AIR DESTIN
Mr. Villani requested approval of a name change on the lease
assignment for a Destin Fixed Base Operation (FBO). Mr. John
Simmons purchased Miracle Strip Aviation (FBO) and has requested
the name be changed to Regal Air Destin, LLC. Upon inquiry, Mr.
Dowd stated he has no problems with this request. Mr. Parisot
made motion, seconded by Mr. Harris, to approve the name change
as requested. 5 yeas.
AIRPORTS - SUBLEASE AGREEMENT BY REGAL AIR DESTIN TO vSCc
