Please let me know if any of this makes sense. This is a good price for the scope. Let me know what I need to do to help
you justify it.

Sam,
I reviewed Chuck' s letter and the only comment I have is there needs to be some reference to the unit costs previously
agreed upon with the other project. If the unit pricing is consistent with pricing for the executed contract, then I' m fine with
the proposal. If there is a markup in pricing, then we' ll probably have to bid this work. Chuck needs to confirm the pricing.
The way the proposal is set up now it is impossible to determine this. It may be that the pricing is the same, but the amount
of work is significantly higher for this project resulting in a higher overall cost. If this is confusing, get back with me and I' ll
explain where I' m coming from. Thanks,
John Hofstad

When you have a minute please review the attached quote from Goodwyn, Mills, and Cawood Inc. regarding the
addition of the fifth separator site to their current contract. If they need to add or delete anything let me know. Also,
does the letter need to be addressed to you or Joyce?
This grant is from the NWFWMD for $ 150, 000.00 and the City' s match requirement is $ 20,000. 00 to be used for
engineering, design, surveying, and permitting.

Chuck,
I figured you had used the hard copy drainage map, we provided you, to come up with the 120 structures and the
sub -watershed delineation, but from my end I didn' t want to be held to just 120 structures when it might take 130 or
140. We are on the same page. The letter looks good and I will forward it out for a cursory review from a few other
staff members and let you know soon.
As always we appreciate your quick response.
Thanks,

Hey Sam,
I had the opportunity to pull the letter back up. I have the sentence:
Outlined below is our proposed scope of work and associated fees for adding the additional separator at Eglin
Parkway and performing a survey of the drainage structures in the drainage basin contributing to the storm water flow
at this location"
This was put in with the intention to clarify that we will survey all of the structures within the sub basin
contributing flow to this area.
Survey Approximately 120 Strictures."
This indicates that we have counted from a map close to 120 structures in this sub -basin. This number is

what the fee is based on. If that is not correct —or close to it, we need to revisit the fee.
I just want to make
certain that we are both on the same scope of services —once we are, I am comfortable phrasing it
however you want. I just don't want to get caught surveying 200 structures when we thought there were
120. If you want the acreage, let me know and we will measure it.
I have added the comment about pipe materials on the revised draft attached. Let me know.
Thanks.

Agenda Item Number: 4

MEMORANDUM
DATE: June 4, 2008
TO: Joyce Shanahan, City Manager
FROM: Cathy Ducharme, Senior Staff Assistant
Community Development Services
THROUGH: Missy McKim, Director
Community Development s
SUBJECT: Consideration of bids for the material for the World Changers Project which will
paint and /or roof approximately 22 homes within the City of Fort Walton Beach
BACKGROUND:
The project, sponsored by the Choctaw Baptist Association, Okaloosa Community
Development Corporation and the City of Fort Walton Beach, will roof and /or paint
approximately 22 homes within the City of Fort Walton Beach. Over 236 junior high and high
school students will be in Fort Walton Beach June 21 -28, 2008, through the World Changers
Project. These students will be divided into crews of approximately 12 students, with a
supervisor on site for each crew. There will also be construction supervisors and an overall
construction coordinator who has worked with City staff to identify homes and materials
l required to roof and /or paint the homes that will be part of the World Changers Project.
SUMMARY
The bids are based on unit costs for the materials expected to be required for this project. Prior
to the project starting in June, the City, based on the Construction Coordinator's estimates, will
notify the selected bidder of the amounts of each unit that will be needed and where and how
much should be delivered to each of the homes on June 18 -20. It is expected that additional
materials may be needed and that there may be some materials left over to be returned. At the
end of the project, the final costs of the materials will not exceed the $ 522500 ($ 17, 500 from
OCDC and $ 35,000 from CDBG). Left over funds will be put into the rehabilitation of homes.
The lowest bid for the roofing and /or painting materials is Lowes Home Center. The other
bidders were Crestview Wholesale and Gatlin Lumber.
RECOMMENDATION
Staff recommends that the lowest, responsive, responsible bidder, Lowes Home Center who is
able to complete the order be awarded the bid for shingles and other roofing materials.
