RESOLUTION 2010-20 A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, PARTNERING WITH THE BAY AREA RESOURCE COUNCIL FOR THE GRASSES IN CLASSES PROJECT; AUTHORIZING THE MAYOR TO SIGN A LETTER OF SUPPORT; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY GRANT DOCUMENTS; AUTHORIZING THE ENGINEERING & UTILITY SERVICES DIRECTOR TO OVERSEE THE PROJECT; AND SETTING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA AS FOLLOWS: The Bay Area Resource Council (BARC), through the National Fish and Wildlife Foundation, received a Grasses in Classes grant to support hands-on environmental education. The City has been selected to partner with BARC by providing in-kind and financial support for the initiative, which also meets the environmental public outreach requirement of the City’s National Pollutant Discharge Elimination System (NPDES) permit through the Florida Department of Environmental Protection (FDEP). The City will provide in-kind services in the amount of $2,300 for greenhouse and sidewalk construction and education lessons, as well as a $1,200 cash contribution for the greenhouse foundation and sidewalk. No budget amendment is necessary, as the match contribution will be funded through the Water Quality Initiative in the Stormwater Utility Fund. The City Council finds that it is in the best interest of the citizens of Fort Walton Beach to participate in the Grasses in Classes Program. Therefore, the City Council hereby authorizes the Mayor to execute a letter of support; the City Manager to execute all necessary documents to complete grant-related purchases; and the Engineering & Utility Services Director to implement, supervise, and manage the initiative pursuant to City purchasing policies and procedures and Florida law. This Resolution shall take effect immediately upon approval by the City Council.
